SEAMEO STEM-ED is a regional inter-governmental organization dedicated to enhancing institutional capacity and advocating proven policies and practices in STEM education across Southeast Asia. Hosted by the Government of Thailand, the Centre works in partnership with SEAMEO member and affiliate countries, public and private institutions, and non-profit educational influencers to advance STEM education in the region.

To support our expanding regional partnerships, research, policy advocacy, and resource mobilization initiatives, SEAMEO STEM-ED invites qualified candidates to apply for the following position:

Position Summary

The Research and Evaluation Manager leads the Centre's research, monitoring, evaluation, and advocacy initiatives to support evidence-based policy and practice in STEM education across Southeast Asia. Reporting to the Centre Director, the incumbent provides strategic leadership in designing, implementing, coordinating, and disseminating high-quality research aligned with the Centre's vision, mission, and strategic priorities.

The role oversees regional and national research initiatives, provides technical guidance to research teams and external partners, and ensures the methodological integrity of data collection, analysis, reporting, and research dissemination to inform program development and policy decisions. Additionally, the incumbent strengthens partnerships with governments, universities, development partners, and international organisations; identifies research funding opportunities; represents the Centre in regional and international forums; supervises research personnel; and contributes to organizational planning and capacity development.

Major Duties and Responsibilities

1. Research Leadership & Coordination

• Develop overarching research frameworks and work plans for STEM education studies.
• Collaborate with international experts and regional/national research teams to create evaluation frameworks focused on sustaining and expanding project models.
• Identify key research questions, define methodological approaches, and guide the composition of research teams.
• Provide ongoing consultation to research teams on data collection, analysis, and reporting.

2. Data Management & Analysis 

• Conduct data quality and consistency checks on field data to ensure accuracy and completeness.
• Supervise research assistants in utilising instruments, data management systems, and analysis tools.
• Aggregate and manage databases across all regional/national research teams.

3.Dissemination and Policy Advocacy 

• Facilitate internal and external dissemination of research findings.
• Collaborate with communications teams to provide required data and insights for outreach materials.
• Ensure data, statistics, and reports are accessible to project staff and relevant partners.
• Support policy advocacy activities regarding the practical implications of research findings.

4. Programme Effectiveness Evaluations

• Facilitate capacity-building workshops for regional researchers on international-standard research methodologies.
• Support the research/studies granting process for regional researchers conducting systematic reviews or evaluations of effective STEM education programs.

5. Representation, Communication and Fundraising

• Represent the Centre's research and evaluation programs within the STEM education community, with other SEAMEO Centres, external agencies, and the public.
• Build and maintain linkages with SEAMEO entities and partner organizations to advance the Centre's mission.
• Identify resource mobilisation and funding opportunities to support ongoing research initiatives.

Qualifications and Experiences:

Education & Citizenship

• Master’s degree or higher in Education, Educational Research, Monitoring & Evaluation, Public Policy, Social Sciences, STEM, or a related discipline.
• Must be a national of a SEAMEO Member Countries.

Professional Experience

• M&E & Research Leadership: At least 10 years of progressive experience in research and evaluation, preferably within education, public policy, or international development.
• Methodology & Evaluation: Proven expertise designing and managing qualitative/quantitative research and rigorous programme evaluations (experimental or quasi-experimental experience preferred).
• Project & Team Management: Demonstrated success leading multidisciplinary research projects, supervising staff, and coordinating external consultants/researchers across regional or national contexts.
• Partnership Building: Strong track record of establishing and maintaining strategic relationships with governments, universities, funders, and international organizations.

Key Competencies & Technical Skills

• Policy & Analytical Skills: Ability to translate complex research findings into practical recommendations for policy and programme enhancement.
• Communication: Superior written and verbal English communication skills, with experience drafting technical reports, policy briefs, and presentations for diverse audiences.
• Data & Software Proficiency: Advanced skills in MS Office and data analysis tools (e.g., SPSS, R, Stata, NVivo, Atlas.ti).
• Capacity Building: Strong facilitation, training, project planning, and organizational skills.
• Ethics & Mobility: High commitment to research integrity, ethics, and regional cooperation; willingness to travel within Southeast Asia and internationally.
