1. ORGANIZATIONAL CONTEXT AND SCOPE:
Established in 1951, IOM as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all.
Southeast Asia, including Thailand is one of the region's most severely affected by climate change, with countries experiencing multi-faceted challenges related to environmental degradation, human mobility, health and socio-economic resilience. Thailand is highly vulnerable to climate change impacts, ranked as the 9th most affected country in the period of 2000–2019 by the Global Climate Risk Index Report (CRI) 2021 (Eckstein et al., 2021). Climate change is likely to increase the incidence of flooding across the country, with the number of people affected by extreme river floods anticipated to grow to over 2 million by the 2035–2044 period (World Bank and ABD, 2021). Coastal flooding could affect a further 2.4 million people by 20702100, with many densely populated urban centres situated along the coastline. Thailand also frequently suffers from droughts resulting from shortage of rainfall, reduced flow in surface and subsurface rivers, and poor land management practices (World Bank, 2023a).
Human mobility patterns in Thailand have become increasingly complex as a result of climate change. Beyond the direct risks to lives and livelihoods, climate stressors contribute to a range of mobility outcomes, from voluntary and labour-related migration to forced displacement triggered by sudden-onset disasters, and in some cases, the need for planned relocation of communities exposed to slow-onset events such as sea level rise. At the same time, certain populations face situations of immobility, where vulnerabilities, poverty, or socio-political conditions limit their ability to move in response to climate pressures.
Project Context and Scope:
Despite growing recognition of the links between climate change and human mobility in Thailand, this nexus remains insufficiently reflected in accessible and structured learning opportunities. Universities offer courses on climate change, disaster risk reduction, migration, development studies and public policy, but there is no dedicated, accessible resource that consolidates these dimensions in a practical, applied and Thailand-specific manner. Demand is also increasing among policymakers, practitioners, researchers, civil society and other stakeholders for operational knowledge on climate mobility.
The Training Manual will bridge this gap by consolidating fragmented evidence into a structured, practical and accessible knowledge product. It will bring together core concepts, methodologies, policy perspectives, case studies and applied tools to support decision-making and capacity development. It is not intended to function as an academic textbook or a stand-alone training platform, although it should be adaptable for use in training and learning settings.
The Training Manual is expected to be a publication-ready document of approximately 50-80 pages (excluding annexes), accompanied by practical learning materials, including a facilitator guide and presentation slides. The final format should be suitable for adaptation into training workshops, self-learning and academic settings.
The International Organization for Migration (IOM), in collaboration with the Department of Climate Change and Environment (DCCE), Ministry of Natural Resources and Environment, seeks to engage a Consultant to design, develop, pilot, validate and finalise the Climate Change and Human Mobility Training Manual in Thailand.
Objectives:
To develop a practical and training-oriented Climate Change and Human Mobility Training Manual for Thailand, together with supporting training materials, that can be used by IOM, government counterparts and other stakeholders to deliver training and capacity-building activities on climate mobility.
The Training Manual should consolidate and translate existing evidence, concepts, methodologies, policy frameworks, case studies and operational tools into an accessible, user-friendly and application-oriented learning resource. It should support knowledge transfer, strengthen institutional capacity and facilitate informed decision-making on climate-related human mobility in Thailand.
The assignment is expected to result in a complete training package consisting of:
Scope of the assignment:
The Consultant shall design and develop an evidence-based, Thailand-specific Training Manual and accompanying training package on Climate Change and Human Mobility. The assignment is intended to support future training and capacity-building activities led by IOM and its partners. The Training Manual should therefore be practical, user-friendly and suitable for adaptation to different audiences, including government officials, practitioners, researchers, civil society organisations and development partners.
The assignment focuses primarily on the synthesis, organisation and translation of existing evidence and knowledge rather than the generation of new research. The Consultant will be expected to review relevant literature, policies, training materials and project resources, and transform this information into a coherent learning resource and training package.
During the inception phase, the Consultant shall:
IOM will provide relevant project documents, publications, policy briefs, research reports and other background materials to support the development of the Training Manual. The Consultant will be responsible for synthesising these materials and supplementing them with additional evidence where required.
Organizational Department / Unit to which the Consultant is contributing:
The Consultant will work under the overall supervision of the Head of the Data, Research and Climate Mobility Unit (DRCMU), within the framework of the project “Resilient Futures – Addressing Climate Mobility in Southeast Asia” (NC0220), supported by the European Union’s Directorate-General for International Partnerships (INTPA).

Deliverables:

All outputs shall be submitted according to the agreed timeline and shall be subject to review and written approval by IOM. The Consultant shall also deliver any directly related output reasonable requested by IOM to support the successful completion of the assignment.
The total duration for this assignment is within the period of 01 November 2026 – 28 February 2027. The Consultant will determine their final work schedule at the beginning of the assignment with the approval of the DRCMU Head of IOM Thailand. The work schedule will set clear deadlines for the completion of each expected deliverable.

Travel to and within Thailand will be required for stakeholder consultations or presentations, subject to project needs. Should the Consultant be required to travel by the Organization, the Consultant will be provided with transportation or reimbursed for the cost of their travel following advance agreement and in accordance with IOM’s travel policies, including IN/6. The Consultant will be entitled to a Daily Subsistence Allowance (DSA) at IOM’s established rates during their temporary duty (TDY) at the designated duty station.
6. RENUMERATION
The Consultant will receive an all-inclusive fee based on milestones and deliverables as follows:
The fee will be transferred to the registered bank account in the following month upon submission of the approved report. This fee shall be final and not subject to revision; and should the Consultant be requested to work during weekends and IOM official holidays upon prior coordination with the Manager, the Consultant’s performance of such services will not give rise to extra compensation.
The payment will be made 10 (ten) days upon satisfactory confirmation from the Direct Supervisor after receiving the submitted report/ guideline/ etc.
