About AUN/SEED-Net The ASEAN University Network / Southeast Asia Engineering Education Development Network (AUN/SEED-Net) was established to promote human resource development in engineering for sustainable socio-economic development in the ASEAN region. The network consists of 26 Member Institutions (MIs) in ASEAN and 18 Japanese Partner Universities (JPUs). Since 2003, the project has been mainly supported by the Japanese Government through the Japan International Cooperation Agency (JICA). In its current phase, the project is jointly operated and managed by the AUN Secretariat and JICA, further facilitating "brain circulation" and research collaboration between ASEAN and Japan.
Job Overview
- Position: Senior Program Officer
- Office Location: AUN/SEED-Net Secretariat, Chulalongkorn University, Bangkok
- Salary: 50,000 – 60,000 THB per month (Will be decided based on experience and qualifications)
- Contract Period: July 2026 – July 2027 (Extension available until March 2031, subject to mutual agreement)
- Working Hours: Monday – Friday, 08:30 – 16:30 (May vary based on project requirements)

Main Duties and Responsibilities
The Senior Program Officer will lead and manage day-to-day functions and strategic tasks in collaboration with the project team to achieve the following objectives:
1. Program Implementation and Coordination:
- Lead the planning and implementation of scholarship and educational programs, including the Research and Education Grant for University Consortium (REd-UC) and Regional Conference Programs.
- Manage and coordinate the operational implementation of the STI Coordination Project (funded by JAIF) in close collaboration with the AUN Secretariat and Kyoto University.
- Act as a key liaison for member universities (MIs and JPUs) to ensure high-quality program execution.
- Direct Public Relations (PR) and promotional activities to enhance program visibility.
2. Financial Management and Administration:
- Oversee fund disbursements and conduct rigorous monitoring of fund utilization by partner universities.
- Perform comprehensive verification of financial records and supporting documents to ensure full compliance with JICA financial regulations.
- Prepare and manage program contracts with Member Institutions.
3. Others:
- Support strategic planning and ad-hoc administrative tasks as requested by the Secretariat.
Qualifications
- Nationality: Thai
- Experience: Minimum 5 years of professional work experience (Experience in international organizations, JICA projects, or academic institutions is highly preferred).
- Education: Bachelor’s degree.
- Language: Excellent command of English (Both oral and written).
- IT Skills: Advanced proficiency in MS Excel (VLOOKUP, Pivot Table, etc.), Word, and PowerPoint.
- Soft Skills: Strong leadership, proactive, and able to work effectively in a multicultural environment.
- Management: Superior organizational skills with the ability to handle complex tasks and meet strict deadlines.
