Title: Programme Operations Adviser (acting Deputy Senior Sectoral Adviser)
1. BACKGROUND
Under the fifth Lao-Luxembourg Indicative Cooperation Programme, the Lao and Luxembourg governments have deepened collaboration through four sectoral programmes (implemented from 2023 to 2027) with a total budget of approximately 124 MEUR, including the Local Development Programme with a budget over 41 MEUR (with Swiss co-financing).
2. OBJECTIVE
The Programme Operations Adviser (POA) supports the LAO/338 Senior Sectoral Adviser (SSA) in the overall management and implementation of the Local Development Programme (LAO/338), ensuring efficient and compliant programme delivery, with a focus on monitoring and evaluation and quality assurance. The POA replaces the SSA, whenever requested to do so. The POA represents LuxDev in the implementation structure of the programme.
The POA supports capacity building and ensures that all processes defined by the Agency are implemented in accordance with the Agency’s Quality Manual (QM) and Field Manual for Laos. The POA receives delegation of signature authority on the project bank account opened in the implementing country.
3. MAIN RESPONSIBILITIES
- Programme Management: support in the implementation of the Programme; assist in the supervision of day-to-day programme operations.
- Monitoring, Evaluation, Reporting and Learning: lead the implementation of the M&E framework for the Local Development Programme.
- Administrative and Financial Management: support in the oversight of financial programming and in the monitoring and adaptive management of financial commitments.
- Quality control and quality assurance: support to prepare, follow up and conclude Operational Partnership Agreements (OPAs).
- Representation: represent the Agency within the parameters defined in the agreements between LuxDev, the partner and the donors, as well as any relevant clause in the TFD.
- Capacity Development: provide technical support to provincial and district counterparts, including mentoring, coaching, and facilitating trainings.

4. SKILLS AND QUALIFICATIONS REQUIRED FOR THE JOB
- Advanced university degree (Master’s or equivalent) in Rural Development, Development Cooperation, or a related field.
- Minimum 8 years of relevant professional experience in international development projects, including 3 years in rural development or decentralised governance programmes.
- At least 3 years in a senior operational management role, including administration, finance, HR and procurement preferably in multi-component programmes.
- Proven experience in Monitoring, Evaluation and Learning in the context of development cooperation programmes.
- Experience in liaising with government counterparts, development partners, and multi-stakeholder programmes.
- Previous work experience in Laos and knowledge of the Lao or Thai language is a strong advantage.
