Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

  

1. ORGANISATIONAL CONTEXT AND SCOPE: 

The Bali Process on People Smuggling, Trafficking in Persons and Related Transnational Crime (Bali Process) is a non-binding and state-driven process involving 49 members (countries and international agencies), including the United Nations Refugee Agency (UNHCR), the International Labour Organization (ILO), the International Organization for Migration (IOM) and the United Nations Office of Drugs and Crime (UNODC), as well as a number of observer countries and international agencies who participate in this voluntary forum. More information about the Bali Process can be found at www.baliprocess.net.

The RSO was established in 2012 to facilitate the operationalisation of the Regional Cooperation Framework (RCF) to reduce irregular migration in the Asia and Pacific region. The RSO aims to support and strengthen practical cooperation on refugee protection and international migration, including human trafficking and people smuggling, and other components of migration management in the region. The RSO is co-managed by the Australian and Indonesian Governments. More information can be found at www.rso.baliprocess.net.

 

2. RESPONSIBILITIES AND ACCOUNTABILITIES

Working with the Transnational Crime and Technology programme, the Consultant will support the delivery of the project “Strengthening Prevention, Identification, and Survivor Empowerment in Cyber-Enabled Scam Trafficking / Trafficking for   Forced Criminality into Cyber-Scam Centres” through the following deliverables:

1. Provide strategic guidance and contributions into the development and implementation of outputs for the RSO’s Transnational Crime and Technology Initiative.

2. Support conceptualisation and deliver briefings, workshops and related events for the RSO’s Transnational Crime and Technology Initiative responding to trafficking for forced criminality into cyber-scam centres.

   June 2026

Performance indicators for the evaluation of results

The Programme Manager (Transnational Crime and Technology), or an officer with delegated authority from the RSO, will review the outputs submitted by the Consultant, and confirm in writing, that they meet the expected requirements.

 

3. REQUIRED QUALIFICATION AND EXPERIENCE

Education: 

  • A graduate-level degree or similar relevant credential from an accredited academic institution in a relevant field (such as international relations, international development, political science, social work or related fields).

Experience:

  • A minimum of 10 years of relevant professional experience is required, with at least 5 years of experience specifically managing projects and coordinating across civil society and government stakeholders.  
  • In depth understanding of migration routes within and to Asia.
  • Proven track record of leading and delivering on high-quality communication products (both internal and external), including but not limited to donor reports, Opinion Pieces, blogs and news stories.
  • Proven experience in coordinating transnational initiatives, including policy development with governments, civil society, private sector actors, and collaboration with law enforcement agencies and service providers.  Ideally, some of this experience should be within the context of cyber-scam centre response.    
  • Experience working within the Asia Pacific, as well as cross-regionally, primarily with government actors and local civil society networks.  
  • In-depth knowledge of emerging trends and developments related to cyber-scam centre response.   
  • Experience with IOM and/or RSO logistic and procurement processes is preferable.
  • Strong understanding of the Bali Process and experience working with Bali Process and its partners is preferable.

Skills:

  • Excellent stakeholder coordination and partnership-building skills, particularly across government, civil society, and private sector actors.
  • Strong analytical and policy development skills, including the ability to support transnational policy initiatives.

Salary and conditions information:

  • The successful candidate will be engaged under an IOM contract working for the Regional Support Office and their conditions of service will be governed by their contract. The successful candidate is responsible for determining their taxation liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. The successful candidate is responsible for determining their own pension fund arrangements. 
  • The position duty station is home-based. No relocation assistance and working visa assistance will be provided by the IOM.
