PMI REACH Malaria (REACH) is the global project under the United States Department of State (DoS) providing implementation support and technical assistance to countries for malaria service delivery in health facility and community settings. Working with national governments and DoS, REACH will identify efficiencies and standardize best practices to achieve project objectives. These efforts significantly contribute to PMI’s goal of reducing malaria mortality and morbidity, and efficiently and effectively moving countries forward along the malaria elimination spectrum. The three main objectives of the project include:
- Strengthened implementation of quality malaria service delivery with an equity-based focus on unreached populations.
- Strengthened and more resilient health systems from national to community level.
- Effective global leadership in malaria service delivery approaches provided.
The Consultant will provide Services as a Malaria Technical Consultant for strategic technical leadership for the design and implementation of malaria interventions, and ensure that program activities meet stated goals, deliverables and reporting requirements.
The primary responsibility for the position is to coordinate with relevant Ministry of Public Health officials at national and subnational levels, PATH technical teams, and other malaria implementing partners on technical issues of the project. The position will be based in Bangkok, with frequent travel in-country
General Objective:
The consultant will serve as a Malaria Technical Consultant based in Bangkok, Thailand and provide strategic technical leadership for the design and implementation of malaria interventions, and ensure that program activities meet stated goals, deliverables and reporting requirements.
Specific Activities:
The consultant will conduct the following tasks:
- Provide overall technical backstop for the project in Thailand.
- Lead technical, management, and monitoring aspects of project activity implementation, and ensure adherence to USG technical guidance, national malaria strategic plan and global best practices.
- Provide technical support to the Ministry of Public Health (MOPH) through the Division of Vector-Borne Diseases (DVBD), ensuring high-quality interventions across all technical areas, including facility and community case management, cross-border information sharing, and active case detection.
- Actively participate in national strategic planning processes and subnational technical working groups.
- Manage introduction and scale-up of best practices and technical interventions
- Manage and supervise technical partners in implementation of program activities
- Work with the MOPH to ensure malaria control activities and the impact of PMI REACH Malaria can be sustained over time.
- Collaborate with MOPH technical experts in the development and revision of national malaria policies, technical guidelines, and training materials.
- Collaborate with the MOPH in the design and rollout of technical support supervision and mentorship programs to strengthen capacity at national and subnational levels.
Required Skills and Experience:
- Master’s degree or higher in public health, medical sciences, or other related areas.
- Minimum of 7 years of providing technical leadership in designing and implementing malaria control activities in Thailand, collaborating closely with the DVBD and other government and civil society stakeholders at country level.
- Experience supporting donor-funded health projects, with preference for malaria and other public health interventions.
- Demonstrated management, leadership, decision making and interpersonal skills
- Familiarity with stakeholders in the malaria services space.
- Proven ability to collaborate effectively with senior and junior staff, colleagues, donors, partner organizations, stakeholders, local institutions, and others at all levels.
- Strong problem-solving, organizational skills, and a positive, solution-oriented approach to challenges.
- Ability to work in a complex environment with multiple tasks, short deadlines, and an emphasis on quality.
- Excellent analytical, presentation and report writing skills.
- Strong work ethic, resourcefulness, integrity, credibility, and dedication to PATH’s mission.
- Fluency in Thai, with working knowledge of English (oral, writing, and reading)
- Priority will be given to candidates who are based in or have legal authorization to work in Thailand.
- Ability to travel approximately once per quarter to western border provinces.
