1. Background
The Southeast Asia One Health University Network (SEAOHUN) is a regional network of over 117 universities in eight Southeast Asian countries. As a coordinating body, the SEAOHUN Secretariat in Chiang Mai, Thailand, drives a broad range of initiatives aimed at developing a resilient and competent One Health workforce. These efforts are supported by various partners, including international organizations and private companies, and target a diverse range of beneficiaries, from graduate students and university faculty to school children and in-service professionals.
SEAOHUN's work typically encompasses three key areas:
- Capacity Building and Workforce Empowerment: This includes developing and delivering training programs, building research skills through graduate student scholarships, and enhancing online learning platforms like the Southeast Asia One Health Workforce Academies (SEA-OHWA).
- Education Outreach: The organization extends One Health concepts beyond universities to engage with schools and communities. Projects often involve mainstreaming One Health into school curricula, promoting healthy living through school programs, and developing community engagement models to address health issues.
- Organizational Sustainability and Strategic Growth: SEAOHUN works to strengthen its own and its country networks' capacity to ensure the long-term impact of its work. This involves facilitating organizational development, securing partnerships, and advocating for One Health at a regional level.
The organization's multi-faceted approach, exemplified by past projects like the USAID-funded One Health Workforce initiatives and the Chevron-supported education programs, requires robust monitoring and evaluation to ensure accountability and maximize effectiveness. The M&E Consultant will play a crucial role in assessing these varied interventions.
2. Purpose of the Evaluation
SEAOHUN is commissioning an external evaluation to assess the effectiveness, relevance, and impact of the Chevron-funded project across both Phase I (2021–2022) and Phase II (2023–2025). The evaluation will serve two primary purposes:
- Accountability: To provide an objective assessment of how well the projects achieved their stated objectives, including the scale and quality of outcomes.
- Learning and Strategy: To document best practices, lessons learned, and long-term impacts to inform SEAOHUN's future programming, strategy, and decision-making.
3. Scope of Work and Key Evaluation Questions
The M&E Consultant will conduct a comprehensive project evaluation for the entire duration (2021–2025). The evaluation will address the following key questions based on standard evaluation criteria (effectiveness, relevance, efficiency, and impact), with a specific focus on impact assessment.
Effectiveness and Relevance:
- How effectively did the projects achieve their intended objectives and outputs across both phases?
- To what extent did the projects address the evolving needs of the target groups and One Health priorities within the region?
- How well did specific project components, such as the school programs and SEA-OHWA, meet their goals?
Impact and Sustainability:
- What demonstrable long-term impacts resulted from the project's activities on beneficiaries and the One Health landscape at the country and regional levels?
- What evidence exists regarding changes in knowledge, attitudes, and behaviors among students, teachers, and professionals as a result of project interventions (e.g., the Lawa model, school programs)?
- To what extent are project outcomes likely to be sustained beyond the project's funding cycle?
- What factors contributed to or hindered the achievement of lasting impact?
- Efficiency and Learning:
- How efficiently were project resources allocated and managed?
- What were the key lessons learned from the implementation of both phases that can inform future programming?
- What recommendations can be made for future projects to maximize their effectiveness and impact?
4. Methodology
The consultant is required to propose a rigorous methodology in the inception report, demonstrating how they will specifically assess impact. The approach should be theory-based and include a combination of qualitative and quantitative methods to explain how and why impacts occurred.
5. Data Collection and Analysis:
- Document Review: A thorough desk review of all project-related documents, including progress reports, baseline data, monitoring records, and curricula.
- Qualitative Interviews: Conduct remote, semi-structured interviews and/or focus group discussions with key stakeholders. These should include SEAOHUN staff, partner representatives, and a representative sample of beneficiaries (teachers, students, professionals). The consultant is expected to propose a suitable sampling strategy.
- Evidence of Impact: Utilize existing monitoring data and propose a method for systematically assessing long-term changes resulting from project activities. The methodology should include strategies to assess attribution where feasible.
6. Deliverables
The consultant will be responsible for producing the following deliverables:
- Inception Report: A detailed document outlining the consultant's proposed methodology for the evaluation and impact assessment, including the work plan, evaluation framework, and data collection tools.
- Draft Evaluation and Impact Report: A comprehensive draft report covering all evaluation criteria, including findings, analysis of impact, lessons learned, and initial recommendations.
- Final Evaluation and Impact Report: The final report, incorporating feedback from the draft, to be submitted to SEAOHUN and Chevron. The report must include an executive summary, findings, analysis of impact, lessons learned, and recommendations.
- Presentation of Findings: A virtual presentation of key findings to the SEAOHUN Secretariat and stakeholders.
7. Consultant Qualifications
- At least 5 years demonstrated the leading experience in project evaluation and impact assessment, preferably for international development projects in Southeast Asia or similar contexts.
- Proven skills in designing and conducting evaluations using both qualitative and quantitative methodologies, particularly those focused on impact.
- Strong analytical and report-writing skills, with experience synthesizing complex program information.
- Excellent communication and interpersonal skills for conducting remote interviews with diverse stakeholders.
- Expertise in public health, environmental health, or One Health is highly desirable.
- Experience working with international organization and/ international-funded project in Southeast Asian region is an asset.
8. Management and Reporting
The M&E Consultant will report directly to the SEAOHUN Secretariat's designated focal point. The consultant will be responsible for managing their own time and work process within the agreed-upon timeframe. SEAOHUN will facilitate contact with partners and provide necessary project documentation.
