Malteser International is a German non-governmental organization providing humanitarian assistance and development aid for people in need in over 20 countries. Malteser International is currently working with temporary refugee shelters and surrounding villages in Sob-Moei district, Mae Hong Son province in Thailand. Our office located in Mae Sariang is looking for efficient, motivated, and experienced individuals for the position as Monitoring, Evaluation, Accountability, and Learning Officer

 

Monitoring, Evaluation, Accountability and Learning (MEAL) Officer

Duty Station:             Mae Sariang town, Mae Hong Son province

Duration:                   1 year with possible extension

Salary Range:            30,000 THB with benefits

Work locations:         Mae Sariang, Sob Moei District (Mae Ra Ma Luang and Mae La Oon temporary shelters)

 

Main Responsibilities/Duties

1.     Develop, implement, and update a comprehensive MEAL Plan to ensure effective monitoring, evaluation, accountability, and learning across all program activities.

2.     Manage data collection, entry, analysis, and reporting systems, ensuring accuracy, quality, and timely submission of program data.

3.     Lead data quality audits and support field teams to strengthen MEAL practices and data management.

4.     Establish and oversee community feedback and accountability mechanisms to ensure responsiveness and transparency.

5.     Support project evaluations, learning reviews, and documentation of lessons learned and best practices.

6.     Build the capacity of program and field staff on MEAL tools, data use, and reporting through training and on-the-job mentoring.

7.     Produce analytical reports, dashboards & visual summaries for decision-making and program improvement.

8.     Support communication and visibility efforts by contributing success stories, photos, and data for reports and social media.

9.     Represent the MEAL function in internal and external coordination meetings as required.

Essential Qualifications/Skills:

1.     University degree in Monitoring and Evaluation, Public Health, Development Studies, Statistics, Social Sciences, or related field; advanced MEAL training, data management, or project monitoring is an asset.

2.     Minimum of 3 years of relevant experience in MEAL-related activities, including data collection, analysis, reporting, and learning.

3.     3–5 years of professional experience working in a project-based context within NGO or INGO setting.

4.     Proven expertise in database management and advanced use of Microsoft Excel, Access, or other data management tools.

5.     Demonstrated experience with digital data collection platforms (KoboToolbox, mWater or similar)

6.     Strong data analysis and interpretation skills, with the ability to present findings clearly through reports, visualizations, and dashboards.

7.     Excellent report writing skills ability to produce clear, concise, accurate and analytical reports.

8.     Fluency in written and spoken English required; proficiency in [local language] is an advantage.

9.     Solid IT literacy, including familiarity with both hardware and software troubleshooting.

10.  Strong communication, teamwork, and coordination skills, working effectively across diverse teams.

11.  Proven commitment to accountability, data protection, and confidentiality standards.

12.  Willingness to travel regularly to field sites for monitoring and capacity-building activities.
