LOCAL PROGRAM MANAGER, SOUTHEAST ASIA

JOB DESCRIPTION

 

The International Republican Institute (IRI) is a nonprofit, nonpartisan organization that has supported capacity buildingprograms in Thailand since 2011. IRI is seeking a Local Regional Program Manager to assist with the implementation of its democratic development programs in Southeast Asia.

Summary of Role:

The Senior Program Manager – Southeast Asia is responsible for supporting the timely and professional delivery of all IRI Thailand, Cambodia, and Southeast Asia regional projects. This role is expected to work closely with the Resident Program Director to support, monitor, and assist partner-based implementation in the region, and serves as the field expert on MEL, accounting, and procurement IRI practices, liaising regularly with HQ staff to ensure compliance of project performance.  In addition, this role will provide business development support by assisting in the production of new projects and associated funding proposals and will serve as a key member of the field team on design and implementation of IRI’s regional strategy in Southeast Asia.  

 

Position Requirements:   

  • Graduate degree in political science, international relations or related field;
  • Five to seven years’ professional experience in democratic governance and politics, preferably working directly with political parties, civil society organizations/NGOs or legislative bodies, or equivalent combination;
  • Experience with Microsoft Excel, Word and PowerPoint required.
  • Strong written and oral communication and presentation skills;
  • Experience with program implementation and basic accounting necessary;
  • Excellent writing, research and communication skills;
  • A minimum of 2-3 years supporting partner-based work in Thailand or SE Asia region;
  • Preferred: fluency or proficiency in one Southeast Asian language, preferably Thai or Khmer.
  • Must have the right to work in Thailand

 

Primary Functions & Responsibilities:

  • Serve as liaison to HQ on strategic issues related to procurement, MEL and budget oversight;
  • Alongside the Resident Program Director, maintain and cultivate relationships with key IRI program stakeholders and political influencers;
  • Alongside the Local Finance Manager, oversee financial grant management of IRI Thailand projects;
  • Schedule and coordinate monthly meetings with field team members regarding budget projections;
  • Serve as regional focal point in facilitating and supporting subawards for offshore and remote programming. as needed and required from DL;
  • Alongside the Local Finance Manager, develop and support local vendor contracts;
  • Identify best costing mechanisms for local partners, vendors, and consultants;
  • Lead the development of project objectives and activities, from co-creation to project validation;
  • Support the development of MEL mechanisms for project implementation (i.e., surveys, KIIs, evaluations, etc.);
  • Make recommendations to the management team on program implementation, including activities and procurement, keeping the management team abreast of program progress, successes, challenges and failures.

Salary for this position will be commensurate with experience and limited travel within and around Thailand may be required.

The IRI Bangkok office is located in Summer Hill Building 3rdFloor 1 minute from BTS Phra Khanong station. Office hours are approximately 9:00 a.m. – 5:00 p.m.
