EMPLOYMENT ANNOUNCEMENT

Norwegian People’s Aid (NPA) is a humanitarian Non-Governmental Organisation (NGO) rooted in the Norwegian Labour Movement. We work with International Development Partnerships, Humanitarian Disarmament, Rescue Service and First Aid, and Asylum and Integration. NPA Thailand is currently working in partnership and support to the Thailand Mine Action Centre (TMAC). In 2016, NPA Thailand in cooperation with the Humanitarian Mine Action Unit 3 will be conducting the Baseline Survey in Ubonratchathani province. We are currently looking for a Team Leader to work in our Baseline Survey Teams in Thailand.

Position:  Team Leader (1 position)

Department/Project/Country: Humanitarian Disarmament (HD) / NPA HD Programme / Thailand

Immediate Superior:  Operations Manager

Starting Date:  15th January 2016

Qualifications:

The Team Leader is responsible to lead and manage a team of surveyors/operators in conducting the Baseline Survey using technical and non-technical survey assets according to the NPA SOP in Thailand (based on the National Mine Action Standards of Thailand – NMAS), with focus on the Non-Technical Survey. The Team Leader is responsible to utilizing field resources to obtain the maximum efficiency as well as controlling the field team’s discipline. The Team Leader is seriously responsible for the safety of the field team.  The nature of work is a combination of challenging but rewarding physical works, and a good understanding of basic technical issues and recorded data reporting. The position is based in operational provinces in Thailand as dictated by the operational needs of the programme. Relevant experience and skills would encompass the following:

•   Female or male, Thai nationality with an age over 21 years old, if male, completion of military services required

•   Bachelor Degree in relevant field is preferred.

•   Previous work experience and relevant national humanitarian demining institution certification; or equivalent military/ police certification and leadership with EOD experience preferred (minimum of 2 years)

•   Previous strong experiences on Non-Technical Survey and Baseline Survey will be an asset.

•   Ability to perform physical work on the ground in sometimes difficult terrain

•   Responsible individuals with a very high degree of discipline to strictly follow Organisational Policies and Standard Operating Procedures.

•   Open to new and challenging environments

•   Good communication and interpersonal skills with ability to meet deadlines and work as a team under pressure, able to stay with the group in a based-camp, shared team accommodations

•   Computer literacy and experience in data acquisition, collection and analysis skill are required

•   Language proficiency in English is preferred

•   Excellent health

•   Honesty and integrity, ready to follow the organisation’s rules related to transparency strictly.

•   Driving licence is preferred.

Responsibilities:

•   Perform and lead non-technical and technical survey team activities as planned by the Operations Manager according to the NPA Standard of Procedure (SOP) in Thailand (based on the National Mine Action Standards of Thailand – NMAS).

•   Oversee the checking, maintenance and operation of demining/ survey team equipment and safety, as well as team deployment on tasks and while in the base camp environment.

•   Oversee and contribute to weekly and monthly planning and reporting of survey activities following NPA reporting system.

•   Any other reasonable task, conducive to the safe and efficient running of the programme, as detailed by the Programme Manager.

คุณสมบัติ

หัวหน้าชุดสำรวจรับผิดชอบการบริหารจัดการและการนำทีมสำรวจขั้นพื้นฐาน โดยใช้การสำรวจแบบที่เป็นเชิงเทคนิคและไม่เป็นเชิงเทคนิค ตามระเบียบปฏิบัติประจำขององค์การฯ (ตามมาตรฐานปฏิบัติการทุ่นระเบิดแห่งชาติ) เน้นการสำรวจที่ไม่เป็นเชิงเทคนิคเป็นหลัก วางแผนการใช้ทรัพยากรภาคสนามให้เกิดประสิทธิภาพสูงสุด ดูแลวินัยและความปลอดภัยของทีมภาคสนามอย่างเคร่งครัด ธรรมชาติของงานประกอบด้วยการผสมผสานกันระหว่างงานทางกายที่ท้าทายแต่ให้ผลตอบแทนในภาคสนาม และความเข้าใจในเชิงเทคนิครวมทั้งการรายงานข้อมูลต่างๆ ตำแหน่งนี้ปฏิบัติงานในพื้นที่ปฏิบัติงานในจังหวัดต่างๆ ในประเทศไทย ตามความต้องการของโครงการ

ประสบการณ์และทักษะที่เกี่ยวข้องมีดังนี้

•   หญิงหรือชาย สัญชาติไทย อายุมากกว่า 21 ปี ถ้าเป็นชายต้องผ่านการเกณฑ์ทหารแล้ว

•   การศึกษาระดับปริญญาตรีในสาขาที่เกี่ยวข้อง

•   มีประสบการณ์ทำงานและผ่านหลักสูตรการปฏิบัติการทุ่นระเบิดเพื่อมนุษยธรรมหลักสูตรใดหลักสูตรหนึ่งของศูนย์ปฏิบัติการทุ่นระเบิดแห่งชาติ หรือหลักสูตรทหาร/ตำรวจที่เทียบเท่า และความเป็นผู้นำ รวมทั้งถ้ามีประสบการณ์ด้านการทำลายวัตถุระเบิด (EOD) จะดีมาก    

•   ประสบการณ์การทำงานการสำรวจที่ไม่เป็นเชิงเทคนิค และการสำรวจขั้นพื้นฐานจะเป็นข้อพิจารณาสำคัญ    

•   สามารถทำงานที่ต้องใช้แรงกายและบางครั้งในพื้นที่ยากลำบาก

•   มีความรับผิดชอบและมีวินัยระดับสูงมาก สามารถปฏิบัติตามกฎขององค์การฯ และมาตรฐานการปฏิบัติ (SOP) ได้

•   เปิดกว้างสำหรับสิ่งใหม่ๆ และสภาพแวดล้อมที่ท้าทาย

•   สามารถสื่อสารและมีทักษะด้านความสัมพันธ์ต่อบุคคลอื่นๆ ที่ดี และสามารถที่จะทำงานตามกำหนดเวลา รวมทั้งปฏิบัติงานเป็นทีมภายใต้ความกดดัน สามารถจะพักอาศัยร่วมกับเพื่อนร่วมงานเป็นกลุ่มในสถานที่ที่จัดไว้ให้ได้

•   ใช้คอมพิวเตอร์ได้ และมีประสบการณ์ในด้านการได้มาซึ่งข้อมูล มีทักษะในการรวบรวมและวิเคราะห์ข้อมูล

•   มีทักษะภาษาอังกฤษจะยิ่งเหมาะสม

•   สุขภาพดีเลิศ

•   มีความซื่อสัตย์และสำนึกดี พร้อมที่จะปฏิบัติตามนโยบายด้านความโปร่งใสขององค์การฯ อย่างเคร่งครัด

•   มีใบอนุญาตขับรถยนต์

ความรับผิดชอบ

•    นำชุดดำเนินกิจกรรมสำรวจที่ไม่เป็นทางเทคนิค และทางเทคนิคตามที่วางแผนโดยผู้จัดการปฏิบัติการภาคสนาม ตามมาตรฐานการปฏิบัติขององค์การฯ ในประเทศไทย (ยึดถือตามมาตรฐานปฏิบัติการทุ่นระเบิดแห่งชาติของประเทศไทย)

•    ดูแลการตรวจสอบ บำรุงรักษา และใช้งานอุปกรณ์ตรวจค้นและเก็บกู้ทุ่นระเบิด

•   ดูแลรับผิดชอบและมีสวนร่วมในการวางแผนและการรายงานการสำรวจประจำสัปดาห์และประจำเดือน

•   ปฏิบัติหน้าที่อื่นๆ ที่เหมาะสมที่นำไปสู่การดำเนินโครงการอย่างปลอดภัยและมีประสิทธิภาพ ตามรายละเอียดโดยผู้จัดการโครงการ
