PURPOSE OF POSITION
The Program Quality & Implementation Director provides strategic and operational leadership to ensure that all programs are designed, implemented, monitored, and evaluated with excellence, in alignment with World Vision’s standards and donor requirements.
The role leads the development of robust systems for program quality, evidence-based learning, and accountability. It also oversees direct program implementation—including disaster response—and manages Child Sponsorship Operations to ensure impact, compliance, and sponsor satisfaction. The position plays a critical role in driving sustainable change for children and communities through strategic partnerships, innovation, and capacity building.
MAJOR RESPONSIBILITIES
1. Strategic planning and alignment (5%) :
- Contribute to organizational strategy by providing insights to shape strategic priorities.
- Ensure organizational goals are broken down into actionable departmental or team objectives.
- Analyze trends, risks, and opportunities to inform strategic direction.

- A documented organizational strategy with vision, mission, goals, and priorities is established.
- Functional and departmental plans are aligned with the overall organizational strategy.
- Staff at all levels understand the strategic direction and how their roles contribute to it.
2. Program Quality Systems Leadership (25%) :
- Lead the development and implementation of program quality systems, including assessment, design, monitoring, evaluation, and learning (DME/MEAL), ensuring alignment with international standards and best practices.
- Use quantitative and qualitative data to assess program performance, identify gaps, and drive continuous improvement, ensuring all programs deliver measurable impact and meet donor and organizational expectations.
- Foster a culture of excellence by promoting innovation, applying lessons learned, and integrating best practices across all program operations and team.
End Result:
- All programs are supported by fully operational DME/MEAL systems.
- ≥90% of projects have baseline, midline, and endline evaluations completed.
- Program quality reviews are conducted annually, with documented improvements.
- Evidence-based insights are consistently used to inform program design and donor reporting.
3. Strategic Local Level Program Implementation Management (20%) :
- Lead and manage the implementation of local level programs focused on community development, migration and human mobility, and disaster response, ensuring full alignment with World Vision Thailand’s strategic priorities and operational plans.
- Establish and strengthen strategic partnerships with local level government agencies, private sector actors, and development partners to drive systems-level change and ensure long-term sustainability of program outcomes.
- Continuously monitor program performance using qualitative and quantitative indicators, and adapt implementation strategies to improve effectiveness, efficiency, and impact.

- Programs achieve ≥90% of planned outputs and outcomes across sectors.
- Strategic partnerships contribute to at least two systems-level changes annually.
- Quarterly program performance reviews lead to documented strategy adjustments and improved results.
4. Sponsorship Operations Excellence (15%) :
- Oversee the Child Sponsorship Operations system to ensure full compliance with World Vision’s global standards and fulfillment of donor commitments.
- Monitor the quality, accuracy, and timeliness of sponsorship processes, ensuring meaningful engagement between sponsors and children and a consistently positive experience for both.
- Establish clear and transparent monitoring and reporting mechanisms to communicate sponsorship outcomes credibly to donors and stakeholders.
End Result:
- ≥95% of sponsorship communications are delivered on time and meet quality standards.
- Sponsor satisfaction scores improve year-on-year, with ≥90% positive feedback.
- Sponsorship monitoring reports are submitted quarterly, with zero compliance breaches.
5. Oversight of Specialized Program Functions (10%) :
- Provide strategic leadership and establish operational systems for specialized program areas, including Disaster Management and Child Protection Case Management, to ensure proactive preparedness and timely, effective response.
- Ensure all specialized functions meet international quality and compliance standards, while equipping field teams with the skills and tools needed to manage complex and high-risk situations confidently.
- Use field evidence and lessons learned to design and implement innovative approaches and tools that improve operational efficiency and contribute to long-term program sustainability.
End Result:
- Disaster Management and Child Protection systems are fully operational in all APs.
- Field teams demonstrate ≥80% competency in managing high-risk situations (based on training assessments).
- Annual review of specialized functions results in at least two new tools or approaches adopted.
6. Donor Compliance & Accountability (10%) :
- Ensure all program activities are implemented in full alignment with World Vision Partnership Standards, donor requirements, and applicable national legal frameworks.
- Monitor the use of financial and material resources to ensure strict compliance with grant and contract terms, and that deliverables meet donor expectations.
- Lead the preparation and quality assurance of technical and narrative reports, ensuring they are accurate, transparent, and submitted on time.
- Collaborate closely with Finance, Program Acquisition & Management (PAM), and Support Services to ensure resources are planned, utilized, and reported efficiently and accountably.
End Result:
- 100% of donor reports are submitted on time, with no major revisions required.
- All grants meet compliance benchmarks, with zero audit findings related to program delivery.
- Resource utilization is tracked monthly, with ≥95% alignment to budget and deliverables.
7. Cross-Functional Integration & Knowledge Management (10%) :
- Facilitate collaboration across key functions—including Program Acquisition & Management (PAM), Finance, and Support Services—to ensure program design and implementation are aligned with donor requirements and funding opportunities.
- Work closely with IT teams to develop and maintain Knowledge Management (KM) systems that effectively capture, organize, and disseminate lessons learned.
- Promote learning and sharing platforms among Program, Technical, and MEAL teams, as well as external partners, to foster innovation and continuous improvement in program quality.
- Integrate insights from KM into new program designs and organizational learning strategies to strengthen evidence-based decision-making and adaptive programming.
End Result:
- KM systems are actively used by ≥80% of program staff for learning and planning.
- At least four learning events or knowledge-sharing sessions are held annually.
- KM insights are integrated into ≥75% of new proposals and strategic plans.
8. Talent Development and Leadership Capacity Building (5%) :
- Lead talent development and succession planning efforts to build a strong pipeline of capable leaders across all program functions.
- Strengthen cross-functional teams by fostering a culture of shared ownership, collaboration, and trust that supports the achievement of strategic goals.
- Enhance staff capacity to navigate complex and evolving contexts by promoting innovation, continuous learning, and high-performance standards across teams.
End Result:
- A leadership succession plan is in place and reviewed annually.
- ≥90% of program staff have individual development plans aligned with strategic goals.
- Staff engagement and performance scores show year-on-year improvement.
