EMPLOYMENT ANNOUNCEMENT

Position:  Finance Manager (FM), Part Time (50% or 11 working days a month) 1 position

Department/Project/Country:   Humanitarian Disarmament/ Bangkok Office (External Office: EO)/ Thailand

Immediate Superior:   Programme Manager

 

Preferred Starting Date: 1 February 2016

Function prerequisite

The Finance Manager (FM) will play a key role in performing and leading in budgeting, compliance & Grants Management and Reporting, Compliance with Donor Rules and Regulations.

Control of NPA Thailand Accounts, oversee the monitoring and evaluation of the budget, and financial reports

Control NPA Thailand cash management, financial internal control

Facilitation of knowledge building and knowledge sharing

The FM supervises Finance Officer

Work in close coordination with Program Manager and the Regional Finance Advisor

 

Education

Must have:

Master Degree in Business administration, Accounting, Finance or related field or equivalent work experience required.

Desirable:

Formal education in Administration, Accounting and Finance

 

Experience

Must have:

Good understanding of budgeting and financial follow up

Experience with implementing strategic plans, achieving objection in large organization.

Knowledge of local law in the areas of taxation

Desirable

Desirable 10 years experienced as a successful upper level manager on financial management, preferably in international organization.

Team building, motivation, analyses and decision making

 

Other Qualification

Written and verbal proficiency in Thai. English proficiency is desirable

Responsibilities:

The Finance Manager shall responsible for:

Control of NPA Thailand Accounts, oversee the monitoring and evaluation of the budget, and financial reports:

Project/Programme cost control

Examining and process payroll

Review income tax before process at tax department

Responsible for approved Programme Manager’s travel expense and petty expenses

Ensure that the Country programmes approved budget or budget amendments/ revised are correctly recorded/ updated into Agresso and ensure the budget amendments processes are in accordance with NPA's policy/ procedures and donors requirement.

Consolidate, review and submit budget projection to PM on a monthly basic ( including transaction list extracted from Agresso)

Supervise and maintain  the programme accounting system and internal control systems

Formulating financial statement and reporting

Creating and maintenance project in Agresso

 

Control NPA Cash management, financial internal control:

Cash flow forecast and make sure available of fund for projects

Make sure the cash transfer to operation sites is on time

Prepare cash and bank reconciliation

Fill and submit monthly financial check list to HO

Prepare and submit a monthly Total Balance Reconciliation (TBR) to HO

Being a focal point regarding financial matter toward the HO

Participate in NPA annual audit. Be the link between the auditor and NPA, under close consultation of the Regional Finance Advisor

Review the audit report and assist in corrective action

Keep the NPA procedure up date (financial hand book)

Be responsible for year-end closing account

 

Facilitation of knowledge building and knowledge sharing:

Provide an orientation to programme staff  for financial policy

Provide an orientation/training new finance staff on financial guideline and the use of Agresso

Ensure job description of finance staff are up to date and ensure that staff appraisal are performed as per regulation

Participate in the recruitment and selection of finance staff

Contribute to capacity building of all Programme staff, especially Financial Officer, on finance

 

Specific duties

Perform currency evaluation  and distributed Agio to all NOK projects

Ensure interim accounts are clean

Coordinate the opening and closure of bank accounts and maintain an accurate list of bank signatories and keep PM, CD, RFA and HO finance informed of changes in bank signatories

Oversee the month-end financial closure process and coordinate the timely submission of monthly financial report/ projection to PM and CD

Review all transactions on monthly basis and if there are any errors on account, subproject and activity, inform Financial Officer to correct it

Support Programme Manager in developing new projects budget and budget revision of existing project(s). Ensure that reasonable estimates of programme cost used in budget based on historical data and current market price

Perform surprise cash count

Perform any other related tasks requested by supervisors
