Mekong Institute (MI) is an intergovernmental organization that contributes to regional cooperation and integration through capacity development, dialogue, and advocacy for sustainable socioeconomic development and poverty alleviation in the Greater Mekong Subregion (GMS). 

Founded and represented by the Mekong countries (Cambodia, P. R. China, Lao PDR, Myanmar, Thailand, and Vietnam), MI aligns its strategies with the core tenets of the GMS Cooperation Program Strategic Framework 2030, ASEAN Economic Community, and the 2030 Agenda for Sustainable Development. 

MI supports these frameworks through the implementation of projects across the areas of Agricultural Development and Commercialization (ADC), Trade and Investment Facilitation (TIF), and Sustainable Energy and Environment (SEE) while addressing issues of social inclusion and vulnerability, digital economy and innovation, and labor mobility. This comprehensive approach cements holistic and sustainable developmental impacts in the subregion and beyond. 

 

Applicants Qualification for IT Systems Integration Specialist 

As the IT Systems Integration Specialist, you will play a crucial role in the successful implementation and ongoing management of key projects aimed at advancing regional development and cooperation. These initiatives involve developing and maintaining sophisticated digital platforms and systems that support diverse objectives, from sustainable supply chains and heritage tourism to special economic zones and logistics. 

 

Project 

Description 

Mekong Sustainable Supply Chains Transformation and Advancement (Mekong Sustain) 

As part of the project, the web based IT System platform is developed to assess, monitor and evaluate the decarbonization plan of the project’s companies. The objective of the IT system creation is to track the progress of each registered companies in relation to their ESG performance with a focus on Environmental target. 

Promoting Creative Industry for Heritage Tourism Development in the Mekong Region 

A digital platform will be created and developed as store house of information related to Heritage tourism in the Mekong region.  The platform will include core features on creative industries, traditional practices, rituals, virtual reality (VR), AI algorithm, chatbots and itineraries for sustainable heritage tourism in selected 5 target heritage sites across Mekong countries. 

Special Economic Zones (SEZs) Promotion for intra-regional Trade in the Lancang-Mekong Region (LMC) 

A web portal of EZ information in the Lancang-Mekong countries for investors is developed with an aim to promote EZs and their developments and provide essential information about existing economic zones in the LM countries. The system contained of data and information on SEZs for management, promotion and, compliance to rules and regulations of particular SEZs, incentive scheme, infrastructure and transport, facilities, services and labour supplies in each economic zone.  

To ensure that the information is updated and upgraded, a project activity will design a new look-and-feel to the web and unlock the potential functionalities of the current portal while displaying the content in a more organized, attractive and user-friendly manner. 

Transport and Logistics Information System in Lancang-Mekong counties 

The Transport and Logistics Information system will be designed and developed with an aim to streamline and enhance the transport information networks, and develop an integrated transport information platform with an effective information sharing mechanism among the LMC. The system consists of five main modules on i. main framework, ii. Data Bank module, iii. Map module, iv. Navigation Module and v. Vehicle and trailer status monitoring Module. 

 

Main deliverables, Responsibilities, and Tasks 

The IT System Integration Specialist will support the effective development, maintenance, and integration of project-related digital platforms and tools. This role complements the responsibilities of the Technical Consultant and Technical Field Coordinators by ensuring that IT systems are responsive to operational, monitoring, and user support needs. Key responsibilities include: 

  • Collaborate closely with the external IT consultant, programmer, and Mekong Institute’s IT department to manage and maintain IT systems used across project sites. 
  • Ensure proper integration of MEL indicators and project reporting tools into the IT platform, in coordination with the Technical Consultant, to enable real-time tracking aligned with project goals. 
  • Coordinate with project team members and external developers to review and refine platform menus and backend functionalities. 
  • Conduct regular assessments to ensure system integrity, performance, and security compliance. 
  • Ensure secure storage of content and information on protected servers, especially for sensitive project domains such as decarbonization, creative industries, transport & logistics, and SEZ-related data. 
  • Maintain comprehensive records of IT infrastructure, software licenses, system updates, and user access logs. 
  • Provide technical support for project-specific platforms such as the Transport Management System (TMS), decarbonization portal, and AI tools. 
  • Offer timely troubleshooting and resolution of user issues to minimize downtime and maintain operational continuity. 
  • Assist SMEs, companies, and suppliers in tracking their action plans (e.g., GHG reduction, investment monitoring, itinerary tracking) via the web-based platforms. 
  • Provide training to project staff and participants on system usage, data entry, and reporting functions to ensure efficient adoption of digital tools. 
  • Ensure system compatibility and data integration across various project modules, aligning with monitoring and evaluation requirements set by the MEL framework. 
  • Represent the IT function in project meetings to provide technical insights and recommend solutions for ongoing challenges. 
  • Coordinate and validate updates or feature enhancements with IT developers to ensure seamless integration into existing systems. 

 

Note: While the technical design of the platform is led by the external IT consultant, the IT System Integration Specialist is responsible for day-to-day functionality, integration with programmatic content, and user support across operational levels. 

 

Required Qualifications, Skills, and Experience 

  • A Bachelor's or master's degree in information technology, Computer Science, Software Engineering, or a related field is highly desirable. 
  • A minimum of 3-5 years of progressive experience in IT systems integration, IT administration, or a similar technical role, demonstrating a strong understanding of the responsibilities outlined in this TOR. 
  • Demonstrated a strong understanding of system architecture, server environments, and various integration methodologies.  
  • Proven experience in multiple programming languages and platforms, such as an integrator or solution architect, is essential.  
  • Experience in conducting regular assessments to ensure system integrity and functionality.  
  • Experience in managing data inputs, reviewing content, and ensuring content integrity on secure servers.  
  • Excellent communication skills, with the ability to effectively collaborate with both technical and non-technical teams, including external developers, programmers, and project staff.  
  • Demonstrated ability to build comprehensive documentation and enforce technical standards to ensure system consistency and maintainability

  • Experience in providing training in IT tools to facilitate data entry, reporting, and system usage for project staff and external stakeholders. 
  • Ability to assist companies/suppliers in tracking and monitoring progress via web-based platforms. 
  • Proficiency in optimizing IT systems to meet project requirements for monitoring and evaluation across various projects 

 

Desirable Qualifications and Skills: 

  • Familiarity with containerization tools (e.g., Docker), cloud platforms (e.g., AWS, GCP), or CI/CD pipelines. 
  • Experience in managing mixed environments with external vendors or distributed teams. 
  • Knowledge of API design, middleware, or microservices architecture. 
  • Proficiency in any of the languages spoken in the Mekong region 

 

Remuneration 

  • The remuneration package comprised a total of USD 33,600 annum, encompassing both salary and benefits. 
  • Other entitlements and benefits such as health and accident insurances, relocation allowance etc. as per policies and procedures for project staff. 
  • This is a project-based appointment and is co-term with the project and/or performance of staff.
