Position Title:  Product Coordination & Support Consultant 
Project: Meeting Targets and Maintaining Epidemic Control (EpiC) 
Contract Type: Individual Consultant (Part-Time) 
Location: Remote work with occasional in-person meetings in Bangkok. 
Period of Performance:  June – September 2025(Estimated 2.5 months) 

 

About FHI 360:  

FHI 360 is a global development organization operating in over 70 countries. Under the USAID-funded EpiC project, FHI 360 supports the scale-up of innovative, client-centered HIV services in Thailand.  

 

EpiC Project: 

The Meeting Targets and Maintaining Epidemic Control (EpiC) project, implemented by FHI 360, funded by the U.S. Agency for International Development (USAID), is dedicated to achieving and maintaining HIV epidemic control.  EpiC is led by FHI 360 and draws upon local, regional, and international resource partners to provide technical assistance, as well as global resource partners who bring unique capacities.   

A nationwide digital platform is being redesigned to enhance functionality and user experience under client center approach. The redesigned will increase the access to HIV services, offering appointment booking, home delivery of HIV self-test kits and health supplies, and clinic connection. The project involves a software development team, a product owner, and partner clinics across Thailand. To ensure the smooth implementation, communication, and future operation of the platform, a dedicated consultant is required to coordinate between stakeholders and support partner clinics.  

The consultant will report to the technical team and work closely with the outsourced development team and selected partner clinics. Work is part-time and output-based, with deliverables and timeframes as stated below. 

 

Tasks: 

The consultant will support EpiC Thailand project in ensuring monthly development and deployment of the digital platform for the development cycle. The consultant's responsibilities include, but are not limited to: 

  1. Coordination and Planning 

    • Develop a timeline and task plan for the implementation of the new application. 

    • Draft scope of work and specifications for the developer implementation of the new application.

    • Facilitate development vendor contract procurement process.

    • Coordinate feedback loops between product owner and developers.

    • Monitor development milestones. 

  1. Backend and Clinic Support: 

    • Provide operational support to partner clinics (e.g. link/token generation, user access issues, reporting).

    • Train clinics to use the backend admin system.

    • Troubleshoot platform issues that arise. 

  1. Reporting 

    • Import and export data from partner clinics to applications for service monitoring and improvement. 

    • Maintain documentation of development progress, clinic feedback, issues handled, and support activities.

Finalize specifications for desired functionality of Virtual Clinic/TestMeNow application with team and submit procurement for developer and acquire procurement 

Two weeks after start of contract 

Orientation, specification, adjustment of planned functions from earlier strategies, drafting developer SOW for procurement and development with PO. 

Coordinate and monitor the development process, clarify issues/problems during development with dev. team 

Ongoing thru 30 Sept 

 

Lead the UAT testing process and training. 

Late Aug through Sept 

Intensive testing phase, final preparations, and training. 

New sites deploy and live 

September 2025 

Problem monitoring and troubleshooting after deployment 

 

Submission Requirements 

Interested vendors must submit the following: 

  1. Background and Experience (CV, resume, and/or portfolio)
  2. Budget estimate, budget breakdown, including consultant fees, other relevant costs, and final total fixed cost including VAT.

Evaluation Criteria 

  • Relevant experience: 70%  
  • Total cost: 30% 

 

Qualifications 

  • Experience in coordinating software or digital health projects, especially involving multiple stakeholders such as NGOs, developers, and healthcare providers.
  • Familiarity with backend administrative systems and user management (e.g. token generation, CMS) 
  • Hands-on experience supporting end users in a technical environment, particularly within the health sector or similar fields 

  • Experience in data management tasks such as importing/exporting service data, SQL, and generating reports. 

  • Strong communication skills and ability to work independently and remotely. 

  • Fluency in Thai and English (written and spoken)

The consultant must adhere to FHI 360’s confidentiality policies and ensure that all deliverables comply with applicable data protection and ethical standards. 

 

Disclaimers and FHI 360 Protection Clauses: 

  • FHI 360 will not compensate offerors for preparation of their response to this solicitation. 

  • Issuing this solicitation is not a guarantee that FHI 360 will award a subcontract. 

  • FHI 360 reserves the right to issue a subcontract based on the initial evaluation of offers without discussion. 

  • FHI 360 may choose to award a subcontract for part of the activities in the solicitation.  FHI 360 may choose to award subcontracts to more than one offeror for specific parts of the activities in the solicitation. 

  • FHI 360 may request from shortlisted offerors a second or third round of either oral presentation or written response to a more specific and detailed scope of work that is based on a general scope of work in the original solicitation. 

  • FHI 360 has the right to rescind a solicitation or rescind an award prior to the signing of a subcontract due to any unforeseen changes in the direction of FHI 360’s client, be it funding or programmatic. 

  • FHI 360 reserves the right to waive any deviations by offerors from the requirements of this solicitation that in FHI 360's opinion are considered not to be material defects requiring rejection or disqualification; or where such a waiver will promote increased competition 

Data produced under this solicitation belongs to FHI 360. Any distribution of data must first have written authorization from FHI 360 or its designated representative.
