Background

We are committed to advocating for children's rights at both national and global levels, working to influence governments, international institutions, the private sector, and the public to address the concerns of children and ensure their rights are upheld and protected.
Role purpose:
The Migrant Education and Advocacy Senior Officer will work alongside the Advocacy and Campaigns Coordinator and the Education Technical Expert to coordinate the development and implementation of the Migrant Education and Migrant Learning Center (MLC) Advocacy Plan. This role involves facilitate coordination and collaboration among key stakeholders in government bodies, the migrant and displaced persons’ education and member of the cluster (ISWG- Education WG, MECC-Out of School Children :OOSC) which include CBOs, UN agencies, and civil society—particularly those focused on migrant basic and higher education, and child rights overall. Additionally, the will monitor situations of migrant education and migrant learning centers (MLC), providing situation analyses for SC Thailand and supporting migrant education information sharing, and other joint advocacy efforts.
Role and Responsibilities
Advocacy
- Provide in-depth analysis of both short- and long-term issues affecting children, particularly on migrant education and child protection for migrant learning centers, while anticipating future challenges.
- Document significant policy changes or noteworthy progress in migrant education advocacy and coordination efforts.
- Coordinate the development and implementation of the Migrant Education and Migrant Learning Center Advocacy Plan and relevant research in collaboration with migrant education stakeholders.
- Ensure strong connections between the advocacy team and migrant education stakeholders (e.g. MECC- OOSC Task Force, ISWG Education Cluster, and other migrant CBOs service providers) ensuring that all advocacy efforts are documented and shared to relevant decision makers.
- Engage with external stakeholders, including government agencies, NGOs, civil society, UN actors, and others, to maintain up-to-date information and policy analysis on children's issues, funding, policy priorities, and coordination efforts.
- Support SC Thailand in conducting advocacy risk assessments for migrant education activities and objectives outlined in the Thailand Advocacy and Campaigns Strategy.
Coordination
- Ensure the alignment of work collaboration, coordination and advocacy efforts among education stakeholders.
- Support the identification and relationship-building with key stakeholders to promote migrant education access and quality at both local/provincial and national levels.
- Collaborate with the ACCM team and senior management on high-level advocacy efforts targeting authorities, UN agencies, donors, NGOs, and civil society organizations.
- Work closely with the Advocacy and Campaigns Coordinator and Technical Experts to draft and produce advocacy and campaign materials, including context updates, talking points, and key messages for both local and national use.
- Ensure that all advocacy messages, documents, and strategies are evidence-based, regularly updated, and meet high-quality standards. Follow SCI sign-off procedures when necessary.
Deliverables
- Develop and Implement Advocacy and Coordination Plan: Coordinate the creation and execution of the Migrant Education and Migrant Learning Center Advocacy Plan, ensuring alignment with stakeholders and policy objectives at local and national levels.
- Stakeholder Engagement and Relationship Building: Establish and maintain strong relationships with key stakeholders (government bodies, NGOs, UN agencies, civil society) to support migrant education advocacy efforts, ensuring regular updates and collaboration.
- Evidence-based Advocacy Materials: Produce high-quality, evidence-based advocacy documents, including reports, policy briefs, and campaign materials, ensuring timely updates and adherence to SCI procedures.
Qualifications:
- Excellent communication skills in both English and Thai, including strong written and verbal abilities.
- At least three year of experience in advocacy, campaigns, policy analysis, or NGO work, particularly in child-focused sectors.
- Experience in human development issues related to Save the Children's sectors (e.g., child protection, migrant education, migrant learning centers (MLC), or humanitarian work) is an advantage.
- Experience working with children and empowering them as advocates is highly desirable.
- Familiarity with child safeguarding principles and practices is an asset.
- Strong ability to engage with diverse stakeholders and foster collaborative partnerships.
- Ability to work effectively with colleagues across the organization, developing productive working relationships to achieve outstanding results for children.
- Commitment to and understanding of Save the Children’s mission, values, and principles, including a rights-based approach.
- Ability to work with individuals from diverse backgrounds and inspire teamwork and collaboration across different levels.
Timeframe
The workforce will support the migrant education and migrant learning advocacy during 1 November – 31 January 2025 (likely to be extended in the coming year of 2025)
Management
This position will be managed by the Advocacy and Campaigns Coordinator and will also have a dotted-line reporting with the Education Technical Expert.
Payment of allowances
Budget holder: Ratirose Supaporn, Advocacy, Campaigns, Communications and Media Manager
- Daily rate of 2,000 baht. Maximum of 20 working days per month.
- Payment will be made upon the receipt of an invoice for actual working days. Prior month end the staff service shall submit timesheet with the approval from line manager and confirm in writing the receipt of payment and indicate his/her name, phone number, copy of ID card and signature.
- SCT will deduct withholding tax from the remuneration as the Revenue Department Regulations.
