Finance Assistant
Full-Time Based in Chiang Mai, Thailand
Background
The United States Agency for International Development (USAID) requires implementation support to establish and manage the Community Resilience Program (CRP). This program is based in Chiang Mai, Thailand to support activities that will sustain and strengthen community resilience in the region.
About the Role
The Finance Assistant is responsible for project accounting and financial review and internal audit activities. S/he will provide support to the finance team by providing a check and balance to the accounting process in accordance with Chemonics’ Field Accounting and Compliance procedures, including segregation of duties. S/he may also support the finance team with information analysis (current financial processes, monthly expenditures vs. monthly projections, etc.) and other administrative finance tasks associated with the routine processing of monthly project payments in accordance with Chemonics policies, procedures, and USAID regulations.
The Finance Assistant will report to Finance Officer.
Responsibilities:
Regular Payments package review and process:
- Conduct initial review of payment packages submitted to finance to ensure completeness in compliance with the payment checklist and communicate as needed with payment submitters to complete all the back-up documentation required for the package.
- Draft the booking in ABACUS and communicate effectively with finance officer to address any comments or discuss booking of uncleared items.
- Prepare draft bank letters / checks, cash receipts or cash deposits for the submitted payments.
- Update all finance-related fields in Smartsheet (e.g. add coder, reviewer, bank name and account, coding sheet number, etc.)
- Track sub-ledger balances, including receivable/payable accounts for individual staff and vendors, ensuring that outstanding travel advances are settled before issuing new advances and reconcile vendors outstanding balances (receivables/payables) prior to processing new submitted payments.
- Review staff expense reports and conduct all necessary follow-up to ensure payments are processed and backup documentation is on file.
- Upload all final payment packages to their respective transaction voucher folders.
Payroll Processing:
- Coordinate closely with Finance Officer to book payroll payments and collect required back-up documentation.
- Track sub-ledger balances, including receivable/payable accounts for individual staff ensuring that outstanding travel advances are settled prior to processing payroll.
- File all documentation in accordance with Chemonics’ file checklist after payments have been processed.
- Support with distribution of payslips to staff as requested.
Other Tasks:
- Work closely with HR staff to pay, process and book any project-related tax payments as needed.
- Support preparation of the cash/bank reconciliations at the end of each month as part of the monthly financial cycle.
- Track new employee updates and coordinate with Chemonics Washington project management unit (PMU) and Field Accounting and Compliance (FAC) team to activate staff PIN and TAP activity numbers in the ABACUS field accounting system.
- Other duties as assigned by the Finance Officer and/or Finance Manager.
Qualifications and Skills:
- Bachelor’s degree in accounting, or related field; advanced degree preferred
- Minimum three (3) years of work experience in accounting, bookkeeping, auditing, and/or financial analysis. Minimum two (2) years of work experience working on donor funded programs, including USAID programs, preferred.
- Experience using MS Word, Excel, and accounting software (Quickbooks, Abacus, etc.)
- Experience with tax rules of Thailand preferred.
- Written and spoken English is required.
