Community Partners International (CPI) is a U.S. nonprofit organization dedicated to empowering vulnerable communities in Asia to meet their essential health, humanitarian and development needs. Founded by U.S. doctors in 1998, the organization has grown to serve more than one million people each year. Community Partners International focuses on helping communities affected by conflict, violence, and displacement, in remote and hard-to-reach contexts, and marginalized by poverty and exclusion.

Across CPI programs, training health workers is a major part of CPI’s work, under challenging circumstances where often in person training is not possible. A range of different approaches are used, from online platforms, to training of trainers (ToTs) and hybrid training formats.

The consultant for this will work with CPI to understand the impact of CPI’s training, provide guidance for improvements and develop metrics for quality assurance within programs.

 

OBJECTIVES OF THE ASSIGNED TASK

CPI is seeking an experienced and qualified CONSULTANT OR CONSULTANCY GROUP to deliver an initial assessment so as to get the real time facts and information for the better planning and implementation of the project.

The specific objective of the assigned tasks are as follows.

  • Map trainings delivered by CPI in the last 3 years as well as training committed for the coming three years to detail the most heavily used curricula, materials, etc., Review  training materials and curricula provided in different training venues through CPI programs
  • Observe training in practice, which often happens through a training of trainers approach, and observe quality, learning and engagement throughout the different stages (CPI to partners, partners to new CHWs)
  • Engage with a selection of CPI strategic partners to understand their needs and preferences for training approaches
  • Suggest approaches to improve training, whether through creation of new materials, adoption of alternative training modalities or adoption (and possibly translation) of the materials produced by others
  • Develop measurement approaches to understand quality in training delivery for CPI management processes

The responsibilities of the position can be carried out either physically or remotely, but must ensure to give the answers for the research questions and to complete the deliverables. The consultant or consultancy group must report monthly progress.

 

METHODOLOGY

CPI expect that the consultants may use the following methods:

  • Desk review of training materials and training processes (online platforms, TOT systems)
  • Key Informants Interview with CPI staff
  • Focus Group Discussions with CPI staff/partner staff/CHWs
  • Training observation
  • Training follow up knowledge tests

 

DELIVERABLES

  • Consultation meeting with the leadership of CPI and programs to discuss aims for consultancy and details on the partners to be examined
  • Submission of the full proposal, including mapping of training and planned selection of materials for review, and a complete work plan for the assessment
  • Submission of first draft of Initial Assessment Report with full answers to the research questions to meet the objectives of the assessment. Five summary pages are recommended to mention together with full explanations as per the research questions.
  • Presentation meeting to share the findings from the assessment, and get inputs from the CPI team.
  • Submission of the final report with the relevant graphic designs and illustrations.

 

TIMEFRAME

Time frame for accomplishment of all deliverables assigned in this Terms of Reference must be accomplished within two months after contracting.

 

BUDGET

The total budget for the assigned task must be within 10,000 USD. The budget must cover overall cost related to the assigned tasks mentioned in this TOR. As we prefer the consultancy with a track record of quality research with cost efficient deliverables, applicants must think of cost efficient manners in their applications for this TOR as well. Payment proportions are preferred to provide the following plan, but the consultant or group can suggest the preferred proportions.

40% of the proposed budget by the consultant or the consultancy group will be disbursed after the approval of the Chief Strategy Officer (CSO)

 

ESSENTIAL SKILLS

The consultant or the consultancy group must have the following requirements.

  • Strong experience in health pedagogy
  • Strong experience in training in low and middle income countries, and if possible fragile and conflict settings, with limited internet access
  • International consultancy experience with proven track record preferred.
