Terms of Reference for consultant team/s to disseminate the FAIR Fish Project’s mobile application in 2024 (Round 3)

 

I. About Plan International

We strive to advance children’s rights and equality for girls all over the world. The Fostering Accountability in Recruitment for Fishery Workers Project (FAIR Fish) is an effort to reduce forced labor and human trafficking in the seafood-processing sectors of Thailand. The project is supported by the Office of Child Labor, Forced Labor and Human Trafficking (OCFT) at the Bureau of International Labor Affairs (ILAB), United States Department of Labor (USDOL). The FAIR Fish project is led by Plan International, an NGO with expertise in addressing forced labor (FL), human trafficking (HT) and child labor (CL) among fisherfolks and seafood processors in Thailand, Cambodia, Indonesia and the Philippines. Project implementation started in January 2019 and will end in December 2024.

II. Background

The FAIR Fish Project has developed a mobile application on safe migration and responsible recruitment. The application is intended to inform migrant workers, employers and those recruiting workers about how workers can protect themselves from becoming victims of forced labor and human trafficking, and basic information on responsible recruitment process.

The mobile application contents are divided into two sections. One is for workers, and another is for employers and relevant staff members, and recruiters. The contents are available in three languages, Cambodian, Myanmar and Thai, with animation video clips and voice over.

 

III. Objective of the TOR

The project is looking for consultant teams to support the dissemination of the mobile application through face-to-face or virtual training on mobile application functions and

usage. We expect at least 200 migrant workers from Myanmar or Cambodia to be trained under this consultancy assignment.

 

IV. Tasks

Each consultant is expected to:

  1. Attend a half-day briefing session on the project’s mobile application and reporting process by FAIR Fish team members.
  2. Hold half-day face-to-face or virtual training for the target groups and make sure trainees completed all modules in the mobile application (4 modules for workers).
  3. Hold certificate presentation events with experience sharing and reflection sessions for trainees that completed their learning through the mobile application. The soft-file of the certification template will be provided by the project. The consultant team is responsible for preparing complete certificates and presenting hard-copies of the certificates to trainees.
  4. Submit training reports and trainee lists in English to the project, with photos from the training and certificate presentation events, together with forms of consent for future usage by Plan International. (Consent form templates will be provided.)

 

V. Timeline

Activities under this TOR are expected to start in July 2024 and be completed by August 2024.

VI. Deliverables/Outputs

The consultant can work remotely with regular consultations with the FAIR Fish Project team through Skype or other communication channels for work preparation. In addition, the consultant will be expected to submit deliverables and take action as stated below:

VII. Payment

Plan International will pay consultant teams according to deliverables submission and acceptance by Plan International, and the project’s grant compliance regulation. Payments can be divided into milestones, but the first payment without any deliverable submission cannot exceed 10 percent.

  

VIII. Ethics and Child Protection               

Plan International is committed to ensuring that the rights of those participating in data collection or analysis are respected and protected in accordance with our Ethical MERL Framework and our Child and Youth Safeguarding Policy.

 

VIII. Qualifications

Candidates should have the following qualifications:

  • Well connected to target groups of the training which are migrant workers from Cambodia or Myanmar or both;
  • At least a team member is an experienced trainer with training facilitation skills;
  • At least a team member can communicate to target trainees in their native language;
  • Ability to read project documents and contract in English, and submit reports in professional-level English;
  • Excellent interpersonal communication skills and the ability to demonstrate respect for people with diverse ethnicities, different socio-economic backgrounds and beliefs;
  • Familiarity with forced labor and human trafficking issues related to the recruitment of migrant workers from Myanmar and/or Cambodia who work in Thailand’s seafood processing sector is a plus;
  • Familiarity with Thailand’s cross-border recruitment processes is a plus;
  • Familiarity with compliance requirement in projects funded by the United States government is a plus.

    •  Detailed budget for completing the assignment with team members’ daily professional fee rate,
    •  A fixed price for the assignment, and
    •  Sample documents on previous training work.
