Project Summary:

RTI International is seeking Operations and Human Resources Officer candidates for the USAID/Burma Higher Education System Strengthening (BHESS) Activity —that will be implemented through September 2027. The project field office and staff will be based out of Bangkok, Thailand. BHESS intends to utilize a locally led development approach to strengthen the non-state higher education sector in Burma by supporting alternative post-secondary education providers and ethnic Community/Junior Colleges.

Job Summary: 

The Operations and Human Resources Officer will handle all operations, logistics, and procurement, including grant procurements and local consultant contracts.  They will be responsible for office management and operations for the BHESS field team. They will also be responsible for human resource (HR) tasks with support from RTI home and regional offices. The Operations Officer will be part of the BHESS 7-person field team (consisting of 4 full-time staff and 3 part-time coaches).

 

Essential Duties:  

Procurement and logistics management:

  • Perform all phases of sourcing activity to ensure best value and within required lead times, acquire quotations from suppliers and negotiate as needed, and prepare bid comparison reports.
  • Manage the procurement processes in accordance with RTI policies and procedures and USAID rules and regulations.
  • Maintain the project procurement files and records.
  • Coordinate with the Finance and Grants Specialist for grants related procurement activities.
  • Coordinate purchase orders in accordance with company policies and procedures and USAID rules and regulations.
  • Coordinate the freight forwarding efforts with the RTI Logistics Office and Home Office Support Team as required.
  • Coordinate with other BHESS staff on receipt of procurements, report on the quality and quantity of the received items, preparation of distribution documents, and delivery of goods against approved documentation.
  • Support the Technical and Operations Manager (BHESS Team Leader) in all logistics related to meetings, training events, and other activities including arranging for training sites, transport, meals if appropriate.
  • Prepare an annual procurement plan supported with budget and timetables.
  • Understand and ensure compliance with legal guidelines, Federal Export Control (if applicable), contracting principles, sourcing and price/cost analysis requirements.
  • Support logistical management of the BHESS inventory alongside other BHESS staff.
  • Provide leadership of overall property management and inventory control, reports, custody control documents, reconciliations for both expendables and non-expendables according to USAID rules and regulations.

 

HR support:

  • Support the Team Leader in HR management.
  • Review, disseminate, and ensure full compliance of HR policy guidelines and country employee handbooks in tandem with local labor laws, USAID rules and regulations, RTI policies, values, ethics, procedures and strategies.
  • Maintain HR (including non-personnel) files.
  • Track and compile the project leave schedules, setting up all staff absence by receiving and filing PTO authorizations, performing the functions of absence monitoring and recording, and advising staff on their leave entitlements as needed.
  • Coordinate preparation of staff and consultant contracts through timely preparation and submission of Personnel action forms and offer request memos.
  • Provide advice and ensure proper staff performance management process in the project including performance planning, documentation of reviews, and end of year performance appraisal.
  • Provide information to staff members on their employment conditions and entitlements.

 

Minimum Required Education & Experience

Master’s degree and 1 year of experience or bachelor’s degree and 3 years of experience or equivalent combination of education and experience

 

Skills & Abilities

  • Experience with procurements, logistics, and operations required
  • Experience in HR required
  • Strong organizational, reporting and management skills
  • Strong verbal and written English communication skills
  • Ability to work hands-on, independently, and within a team
  • Strong communication and interpersonal skills and ability to work in a team-oriented setting
  • Experience with USAID and/or knowledge of USAID rules and regulations preferred
  • Experience working in Burma strongly preferred
  • Availability to travel within Thailand if/when necessary.
