Purpose of the Consultancy: 

The consultancy seeks to provide a comprehensive research and analysis of the market salaries among the comparators of Oxfam in Thailand. The survey also seeks to determine the percentile position of Oxfam in Thailand in the job market and to recommend a suitable positioning for Oxfam in Thailand that ensures market competitiveness while remaining sustainable as a business.

Scope of Services:

Primary responsibilities of the HR Consultant will be to:

1. Review relevant documents provided by Oxfam in Thailand (OIT) including the organogram, transition plans, current salaries data, job descriptions, and any other documents that will be relevant for the survey.
2. Prepare a salaries and benefits data collection tool and submit for quality control, test run and approval.
3. Draft an introduction letter to comparators and submit for approval and signature
4. Administer the survey and follow up frequently to ensure a good response rate
5. Analyze the data and draft a report including the determined percentile position of each job at OIT and the average percentile position of OIT.
6. Recommend a general market position for OIT
7. Once OIT settles on a preferred market position, prepare a model showing the cost of salaries by grade extrapolated over a period of 10 years.  
8. Present the final draft report for validation
9. Refine the final draft report and submit
10. Throughout the assignment, maintain regular communications – updates, challenges, lesson learnt to a reporting manager as appropriate. 

Expected Outcome:

A final report with new proposed salaries for each job grade at OIT by 31 July 2024.

Required

All bidders will demonstrate in their proposals how they intend to address each of the 10 items listed in the scope of services.

Consultant Qualification

The lead consultants must be an experienced human resource management practitioner with not less that 10 years experience in general HR management or in statistics or data analysis. The lead should have carried out at least 3 similar salary surveys in the last 7 years.
