Terms of Reference:  IT specialist – American Refugee Committee (ARC) /Thailand – 9 October 2015

ARC/Thailand is urgently seeking a short term IT specialist to assist on launching a mobile health application known as: CommCare.  Commcare is a customizable and open source mobile platform that support frontline field workers in low resource settings. People can use this application to serve and track their end users with registration, checklists, SMS reminders, multimedia and so on. For more information on CommCare – web link is provided below.

Scope of Work

1. To assist in development of a software application for utilization of CommCare platform for ARC field based programs; installation and configuration software, system and networks.  This will require development of the customized software application on a computer and then being loaded onto Smart Phones.

2. To train focal person/s on utilization of the CommCare software applications, e.g. CommCare of Dimagi, in infectious disease setting.

3. To facilitate training among field staffs (Migrant Liaison Officer/Field Supervisor) on software usage, tracking and recommend appropriate changes that might be required.

4. To provide technical assistance (monitoring and supervision) as necessary after the development of software application.

Qualifications

1. Up to date technical knowledge of IT  

2. At least 3 years of software development

3. Ability to communicate in English and Thai well. Ability to communicate in Burmese is an added asset

4. Knowledgeable on infectious disease control along border is an additional asset 

 Time frame: Estimated initial level of effort approximately 1 week.
