Position:           Thailand Finance Manager

Location:          Bangkok, Thailand

Reports to:      Country Director

The Jesuit Refugee Service (JRS) is an international non-governmental organization with a mission to accompany, serve, and advocate for the rights of refugees and forcibly displaced people. The organization was founded in November 1980 and has a presence in over 50 countries. JRS undertakes services at national and regional levels with the support of an international office in Rome. The style of JRS service is direct and personal, working in situations of greatest need, seeking the long-term well-being of refugees and displaced persons, while not neglecting their immediate and urgent needs. JRS offers opportunities to a wide variety of staff, local and international, while maintaining a realistic and localized scheme of salary/stipend, insurance, etc.

In Thailand, JRS manages three programs spread throughout urban and rural areas serving refugees and asylum seekers. JRS Thailand has field offices in Bangkok, Mae Hong Son, and Mae Sot. RELATIONS:

The JRS Thailand Finance Manager reports to the Country Director (CD) and works closely with the Program and Project Directors and Regional Program Officer. She will provide direct support to the project finance management staff when requested.

 PURPOSE:

The Thailand Finance Manager is responsible for the overall financial management of JRS Thailand according to the Finance Policy and local statutory requirements, and assists/reports to the Country Director (CD).

KEY RESPONSIBILITIES:

  General Administration:

  • Provide standard financial management and maintain effective financial control as expected of an international organization operating in Thailand.
  • Supervise all administrative and finance staff in all JRS Thailand locations. (Currently 5 people but expected to increase to 7 later this year.)
  • Oversee all administrative and finance operations of JRS Thailand.

 Cash, Banking, and Related Functions:

  • Provide standard cash and bank management functions as expected of a finance officer within an international organization operating in Thailand.

  •   Oversee all cash and bank transactions of JRS Thailand.
  •   Ensure all monthly, quarterly, and yearly projections and reconciliations.

 Financial Proposals, Reports, and Audits:

  • Responsible for preparations, reviews, revisions, and submissions of all finance-related documents of JRS Thailand.
  • Liaise directly with financial teams of other JRS offices and donors for above purposes.
  • Liaise directly with JRS Thailand senior management staff for above purposes.

 Other Duties:

  • Collaborate and cooperate with JRS Asia Pacific Region.
  • Collaborate and cooperate with JRS International Office.
  • Identify training needs and provide training to administrative and finance staff, as needed.

 Qualifications & Experience:

  • University degree in Accountancy, Business Management, or closely related fields.  An MA degree is an advantage.
  • At least five (5) years of experience in finance management for an organization with an annual turnover of at least 30 million THB. Prior experience with an international NGO is an advantage.
  • Good computer skills including extensive experience with MS Office 360.
  • Good knowledge of Accpac (Sage 300), Navision (Dynamics Nav), or QuickBooks Enterprise.
  • Able to work in a multi-cultural setting.
  • Able to travel domestically and internationally, as needed.

  • Fluency in Thai and excellent English.
  • Must be a Thai citizen (have a valid Thai national ID).

 Employment Conditions:

  • Two-year contract with an initial 3-month probation period. Renewable.
