Introduction
The Shoklo Malaria Research Unit (SMRU) is a field station of the faculty of Tropical Medicine, Mahidol University, Bangkok, Thailand, and is part of the Mahidol-Oxford Research Unit (MORU) supported by the Wellcome (UK).
The main objective of SMRU is to provide quality health care to the marginalized populations living on both sides of the Thai-Myanmar border in Tak Province. This is achieved by the dual activities of research and humanitarian services, with an emphasis on maternal-child health and infectious diseases.
This combination of health care and research makes SMRU unique. The research agenda is driven by the questions we face in our clinical practice and whether clinical or laboratory based, our studies are designed to be of relevance to the population we serve.
Tasks and responsibilities:
Procurement management
- Identifying the procurement needs of the entire organization.
- Managing direct procurement processes, including the purchasing or obtaining of raw materials, resources, goods, and services for manufactured goods.
- Managing indirect procurement, including the purchasing of goods, services, supplies, and materials needed for daily operations.
- Managing procurement budgets, strategies, and payment processes.
- Developing and implementing cost-effective procurement strategies and policies for the purchasing of raw materials, goods, and services.
- Managing the procure-to-pay process, including requisitioning, purchasing, receiving, invoicing, and paying for goods and services.
- Negotiating contracts with vendors to secure the best deals and terms.
- Ensuring the timeliness and effectiveness of goods and services.
- Forecasting to predict future demand for goods, services, and purchase requisitions.
- Collaborating with internal departments to ensure procurement needs are met.
- Finalizing purchase details and approving purchase requests and purchase orders.
- Analyzing procurement data, conducting spend analysis, and preparing reports.
- Optimizing workflows and automation processes to save time and money.
- Ensuring compliance with relevant regulations, standards, and laws.
- Developing and implementing risk mitigation strategies.
- Quarterly prepare procurement report and submit to donor
- Prepare annual procurement plan with departments head and request approval from donor
Store Management
- Oversee and manage all incoming and outgoing stock in the warehouse.
- Develop and implement policies and procedures related to stock management.
- Monitor stock levels and ensure inventory accuracy.
- Quarterly verify the accuracy of stock and inventory report and submit to donor
- Perform regular cycle counts and reconcile discrepancies.
- Oversee the maintenance and organization of the stockroom.
- Train and supervise stockroom personnel.
- Analyze stock and inventory reports.
- Monitor stock levels for re-stocking purposes.
- Coordinate with suppliers to ensure timely delivery of stock.
- Develop and implement inventory control policies and procedures.
Essential Criteria
- Bachelor or Master of supply chain management, logistics, or business administration.
- Good understanding of border context and multicultural works environment
- 3-year minimum experience in procurement and stock management.
- Fluent in Thai and English.
- Knowledge of Karen and/or Burmese is advantage
- Good communication skills.
- Good in relationship.
- Ready to any assignment required by the unit.
