Young Health Programme Thailand

 

I. Introduction

The Young Health Programme (YHP) is a global initiative that supports and promotes the health and well-being of young people (aged 10 – 24) in marginalize communities worldwide through research, advocacy and on-the-ground programmes focused on the intervention of non-communicable diseases (NCDs). Since 2010, Plan International has implemented the YHP in Zambia, Brazil, India, Kenya, Indonesia, Vietnam and Myanmar. 

The Young Health Programme (YHP) focuses on the five main risk factors leading to NCDs as identified by the World Health Organization (WHO); tobacco use, harmful use of alcohol, unhealthy diet, physical inactivity and air pollution. In addressing the health needs of young people, the YHP takes a holistic approach which mainstreams gender equality, and also addresses sexual and reproductive health and rights (SRHR) and mental health. The programme will engage strategies including youth empowerment through peer education, community mobilization, health service strengthening and advocacy.

Plan International has expanded this programme into the city of Bangkok and Samut Prakan, Thailand, where NCDs pose a significant health threat. The programme aims to prevent and reduce the risk factors which can lead to NCDs, as well as supporting the broader health and rights of the young people. The proposed programme will learn from and build on Plan International’s experience of implementing the YHP for the past ten years, as well as experience implementing a broad range of global health programme.

 

II. Objective of the TOR

Young Health Programme Thailand’s advocacy strategy is to ensure that NCD prevention among young people is better prioritised, implemented and monitored in Thailand, and that young people’s voices are heard in policy development and implementation processes around NCDs as young people have the capacity to add value to solutions for NCDs; they are more empowered and enthused to participate in shaping their everyday lives, including health, than generations before

Based on above advocacy objective, YHP Thailand is looking for skilled consultant(s) to assist the YHP team in identifying and charting potential stakeholders, as well as reviewing and updating existing health policies. The agency aims to deliver the comprehensive report within a 2-month timeframe from 15 February 2024 to 15 April 2024. This initiative is crucial for advancing the overarching objectives of the Young Health Programme's extension phase in Thailand, facilitating the connection and outreach to new key stakeholders under the guidance of the YHP Thailand Team.

 

III. Tasks

The Consultant will be contracted to support the YHP team in mapping key stakeholders which include:

  1. Identify potential new stakeholders to support the implementation phase extension of the Young Health Programme.
    1. Compile a list of names of key stakeholders, organizations and networking involved in policy advocacy and implementation related to Non-Communicable Diseases (NCDs).
    2. Highlight policy advocacy related to Non-Communicable Diseases (NCDs) risk behaviours and broader adolescent health from the mentioned list of names(a). This includes detailing the specific policies, the current timeframe of their implementation, the number of parties involved in these policies, and providing insights on potential avenues for our engagement and involvement in these policy initiatives.
    3. Compile a list of names of youth networks actively working in the areas of Greater Bangkok.
    4. Spotlight the initiatives of youth networking from the provided list of names (c). This involves elaborating on the specific activities related to implementation and policy advocacy, indicating the current stage of their work, identifying the number of parties involved or supported, and offering insights on potential opportunities for our engagement and collaboration with their project.
    5. Recommendation of Advocacy Road Map that the programme can implement during 2024 – 2025 with the inclusion of young people on advocacy initiatives.
  2. Review and update the existing national policies and strategies that are currently in progress.
    1. The new 5-Year National NCD Prevention and Control Strategic and Action Plan (2023-2027) - The Division of Noncommunicable Diseases, Department of Disease Control, Cabinet, MOPH
    2. The new National Plan of Action for Alcohol Control 2021-2027 - The Chairperson of the National Committee on Alcohol Control, Department of Disease Control, Cabinet, MoPH
    3. The National Strategy of Reduction of Salt and Sodium Consumption (SALTS Strategy 2016-2025) - Low Salt Network and Department of Disease Control, Cabinet, MOPH
    4. The new Comprehensive Development of Child and Adolescent Mental Health Systems and Service Action Plan 2023 2027 - Rajanukul Institute, Department of Mental Health, Cabinet, MOPH
    5. The 1st National Mental Health Development Plan 2561-2580 (2018-2037) - Committee on the National Mental Health Development Plan, Department of Mental Health, Cabinet, MOPH
    6. The legislation to control the marketing of food and non-alcoholic beverages to children in Thailand - The Committee on Drafting the Legislation to Control the Marketing of Food and Non-alcohol Beverages to Children in Thailand, Bureau of Nutrition, Department of Health
  3. As requested by YHP Thailand, the Consultant will submit a comprehensive report encompassing the details outlined in (1) and (2) above. Additionally, the report will include the contact information of the focal point for the YHP team, facilitating further collaboration and arrangements for visits.

 

IV. Deliverables/outputs and Schedule

The consultant will submit the following as outputs list below.

  1. The list of new key stakeholders/ organization and networking

 

The documents will be listed the new key stakeholders, organizations, and networks engaged in issues related to Non-Communicable Diseases (NCDs) on policy advocacy and implementation. Also, the list of Youth networks. These will be submitted to the YHP coordinator for finalizing the list and subsequent procedural steps.

2 weeks after signing of the contract

  1. The revisions/ updated made to the current 6 national policies/strategies.

This document will present the updates made to the existing 6 national policies/strategies. These will be submitted to the YHP coordinator for review to ensure alignment with the scope of work.

4 weeks after signing of the contract

  1. First draft of report

The consultant will submit the first draft of the report, including the Recommendation of Advocacy Road Map to the YHP coordinator to ensure alignment with the scope of work.

6 weeks after signing of the contract

  1. The final report

 

The consultant must submit the final report with relevant tasks along with evidence/appendix to complete ALL tasks

8 weeks after signing of the contract

 

V. Supervision and Support

The consultant will report to the YHP Programme Coordinator and will work in collaboration with the YHP team. 

 

VI. Payment

Final payment will be made after submission of relevant tasks along with final report/evidence to complete ALL tasks

Terms of payment are subject to change upon agreement with the consultant.

 

VII. Qualifications

The applicant should have the following qualifications:

  • Proven experience in conducting research and analysis in the field of adolescent health policy advocacy.
  • Familiarity with Non-Communicable Diseases (NCDs) risk behaviors and the associated policy landscape.
  • Expertise in stakeholder mapping and engagement, with a track record of identifying and analyzing key stakeholders in the healthcare sector.
  • Proficiency in research methodologies, data collection, and analysis related to health policy issues.
  • Excellent written and verbal communication skills to convey research findings effectively.
  • Ability to work collaboratively with the YHP team and coordinate efforts with various stakeholders.
  • Previous experience working on projects related to health policy advocacy, stakeholder mapping, or similar initiatives.
  • Excellent written, oral and interpersonal skills
