Young Health Programme Thailand
I. Introduction
The Young Health Programme (YHP) is a global initiative that supports and promotes the health and well-being of young people (aged 10 – 24) in marginalize communities worldwide through research, advocacy and on-the-ground programmes focused on the intervention of non-communicable diseases (NCDs). Since 2010, Plan International has implemented the YHP in Zambia, Brazil, India, Kenya, Indonesia, Vietnam and Myanmar.
The Young Health Programme (YHP) focuses on the five main risk factors leading to NCDs as identified by the World Health Organization (WHO); tobacco use, harmful use of alcohol, unhealthy diet, physical inactivity and air pollution. In addressing the health needs of young people, the YHP takes a holistic approach which mainstreams gender equality, and also addresses sexual and reproductive health and rights (SRHR) and mental health. The programme will engage strategies including youth empowerment through peer education, community mobilization, health service strengthening and advocacy.
Plan International has expanded this programme into the city of Bangkok and Samut Prakan, Thailand, where NCDs pose a significant health threat. The programme aims to prevent and reduce the risk factors which can lead to NCDs, as well as supporting the broader health and rights of the young people. The proposed programme will learn from and build on Plan International’s experience of implementing the YHP for the past ten years, as well as experience implementing a broad range of global health programme.
II. Objective of the TOR
Young Health Programme Thailand’s advocacy strategy is to ensure that NCD prevention among young people is better prioritised, implemented and monitored in Thailand, and that young people’s voices are heard in policy development and implementation processes around NCDs as young people have the capacity to add value to solutions for NCDs; they are more empowered and enthused to participate in shaping their everyday lives, including health, than generations before
Based on above advocacy objective, YHP Thailand is looking for skilled consultant(s) to assist the YHP team in identifying and charting potential stakeholders, as well as reviewing and updating existing health policies. The agency aims to deliver the comprehensive report within a 2-month timeframe from 15 February 2024 to 15 April 2024. This initiative is crucial for advancing the overarching objectives of the Young Health Programme's extension phase in Thailand, facilitating the connection and outreach to new key stakeholders under the guidance of the YHP Thailand Team.

The documents will be listed the new key stakeholders, organizations, and networks engaged in issues related to Non-Communicable Diseases (NCDs) on policy advocacy and implementation. Also, the list of Youth networks. These will be submitted to the YHP coordinator for finalizing the list and subsequent procedural steps. |

This document will present the updates made to the existing 6 national policies/strategies. These will be submitted to the YHP coordinator for review to ensure alignment with the scope of work. |

V. Supervision and Support
The consultant will report to the YHP Programme Coordinator and will work in collaboration with the YHP team.
