Winrock International is currently seeking proposals from qualified firms and/or individual consultants to commission research on trafficking in persons (TIP) for forced criminality – Thailand situation and response.
Background
TIP for forced criminality is human trafficking for the purpose of exploitation of victims through force or otherwise compelling them to commit criminal acts for the benefit of the traffickers. TIP for forced criminality in Southeast Asia has evolved dramatically in recent years. While more reports about TIP for forced criminality are available, understanding on the Thailand situation specifically is still limited due to the lack of research, study and information focused on Thailand. The USAID Thailand CTIP activity aims to understand how stakeholders in Thailand are engaging on this issue and to grow the evidence base on how TIP for forced criminality is impacting those traveling through and migrating to Thailand. This evidence gathering is to guide USAID Thailand CTIP activity and to inform policy and decision making on TIP for forced criminality where Thailand is a source and transit country.
Objectives
Winrock International is looking to commission research on TIP for forced criminality with a focus on the Thai context and response in key areas including:
Responsibilities
The consultant will research responses to TIP for forced criminality in the Thai context. The consultant will develop a proposed outline for structuring the research including central questions, geographical coverage, research methodology, data collection methods, tools and techniques and other ethical considerations based on consultation with Winrock. The consultant will propose interview questions and key informants for Winrock’s approval. The consultant will develop a concept note and present the findings and recommendations at a workshop to launch the research and incorporate feedback from the workshop to finalize the report.
The final outputs will be a presentation and reports in English and Thai.

Payment and Payment Schedule
Payment will be made upon timely submission of satisfactory deliverables per agreed and approved by Winrock. The payment will be made in three tranches after all the deliverables have been made.
The payment schedule is subject to negotiation between Winrock and the selected Consultant.

Proposal Submission
Interested firms and individual consultants should submit technical proposals as separate files. All documents related to this assignment should be in English and submitted in PDF format. Proposals must be submitted electronically, with all pieces of the proposal labeled clearly. The maximum length for the proposal, both technical and cost portions together, is 10 pages (not including annexes), single spaced, Time New Roman Font 11.
