USAID Enhance Activity (referred to as USAID Enhance or the Activity) is a five-year project funded by the United States Agency for International Development (USAID)/Regional Development Mission for Asia (RDMA), starting in September 2022. The Activity aims to strengthen citizen-centric local governance in Thailand. Interventions under this Activity will lead towards more accountable and responsive local governance, strengthened partnership among local stakeholders and government agencies in support of plans for innovation, and promote successful efforts to other localities.

Over the life of the Activity, USAID Enhance, managed by Tetra Tech/ ARD, Inc., will be implemented in Thailand’s Deep South (Yala, Pattani, Narathiwat, and some districts of Songkhla), selected provinces in the North and Northeast, as well as for national audiences in Thailand.

One of our strategies involves fostering a sense of ownership and active participation in community affairs, primarily through heightened involvement of local officials and non-governmental stakeholders in citizen-centric innovation. Central to this effort is our Citizen-Centric Youth Incubator intervention, designed to foster young innovators whose ideas can support local governance. This intervention will guide young people in creating solutions, actions, or projects that address community needs and encourage their active participation in governance, thereby contributing to societal change and community development.

USAID Enhance focuses on utilizing the energy, creativity, and skills of young people aged 18-29 to create innovations that are centered around citizens and involve multiple stakeholders. We recognize the youth as valuable and technologically skilled, and we aim to increase their tech skills and knowledge of governance that focuses on citizens. Our efforts include incorporating gender equality and social inclusion into these new ideas, helping to improve local governance.

USAID Enhance Activity is inviting proposals from professional service providers specializing in organizing and managing youth-focused activities. We are particularly interested in those with experience in developing and implementing youth incubator or youth hackathon initiatives. The selected provider will be responsible for strategic coordination of the Citizen-Centric Youth Incubator Intervention of USAID Enhance Activity. This includes overseeing the planning stage, orchestrating the process of selecting participants, facilitating mentorship programs, and managing the execution of events.

Tetra Tech ARD (ARD, Inc.), USAID’s implementing contractor for USAID Enhance Activity invites interested parties to submit technical and financial proposals for USAID Enhance Activity Strategic Coordination Services for Executing Citizen-Centric Youth Incubator Intervention in the focus provinces of Yala, Pattani, Narathiwat, Chiang Rai, Nan, Sakon Nakhon, and Ubon Ratchathani.
