Malteser International is a German non-governmental organization providing humanitarian assistance and development aid for people in need in over 20 countries. Malteser International is currently working with temporary refugee shelters and surrounding villages in Sob-Moei district, Mae Hong Son province in Thailand. Our office located in Mae Sariang is looking for efficient, motivated and experienced individuals for the position as Monitoring and Evaluation Accountability and Learning Officer.
Monitoring, Evaluation, Accountability and Learning (MEAL) Officer
Duty Station: Mae Sariang town, Mae Hong Son province
Duration: 1 year with possible extension
Salary Range: 30,000 THB with benefits
Work locations: Mae Sariang, Sob Moei District (Mae La Ma Luang and Mae La Oon Temporary shelters)
Main Responsibilities/Duties
- Formulate a comprehensive Monitoring and Evaluation System based on program activities and reporting obligations.
- Establish accountability mechanism (Feedback and response Mechanism-FRM) for MI services and performances in target locations by using different measures to collect information ranging from surveys, individual interviews, and group discussions.
- Setting-up a database that covers project indicators, Malteser International bi-annual indicators and any other progress indicators in order to facilitate progress reporting against various sets of indicators applied to the program activities.
- Develop appropriate data collection tools with the support of respective field supervisors.
- Ensure monitoring tools are user-friendly and tailored respondent/users like various community-based health volunteers and project staffs.
- Regularly monitor data entry and identify entry errors and missing data, to be brought to supervisors for correction.
- Identify training needs among program staff in terms of use of data collection tools, data entry, and database management and implement training sessions for relevant staffs on a need basis
- Record lesson learned during implementation of activities/services to discuss with program team to facilitate learning and adjustment of activities and approaches.
- Contribute with inputs to MI website in form of articles about activities with an aim to raising awareness about MI Thailand activities and about the beneficiaries we work with
- Support program mangers for writing project reports by providing necessary information as requested.
Essential Qualifications/Skills:
- University graduates preferably in Monitoring and Evaluation (M&E), Public Health, Development Studies, Statistics or degree with additional relevant training.
- Minimum of 3 years relevant experience with MEAL related activities.
- 3-5 years of work within project context in (I)NGO setting.
- Specific training and expertise on database applications (or advanced use of MS Access or Excel).
- Able to write concise and accurate activity reports.
- Fluent in speaking, reading, and writing English.
- IT hardware and software knowledge and troubleshooting skills.
- Experience of using data collection applications (KoBoToolbox, mWater, similar).
