School Child Safeguarding Local Workforce

Background

Save the Children (SC) started working in Thailand in 1979, focusing on child protection, child rights governance, education, livelihoods, and humanitarian responses for children and youth across the country. Today, our programs span a range of work, including but not limited to; Increasing access to education for migrant and refugee children; career skills training and peacebuilding for youth in the Deep South; Supporting and building capacity of women-led grassroots climate organizations; tackling cyberbullying and other online harms to children and youth and supporting LGBITQ+children and youth.

To ensure the right of refugee children from Myanmar along the Thailand-Myanmar border is maintained SC has led the Basic Education Support Towards Transition (BEST) project since 2013. The BEST project is funded by the European Union and DFAT and it is implemented in the 9 camps along the Thai-Myanmar border. The key objective of the project is to ensure children’s right to learn and be protected is maintained. BEST is currently in its sixth phase and the 36-month project runs from March 2023 – February 2026. In the current phase of the project, SC leverages resources to enhance the camp-wide child safeguarding system in Nu Poe, Umphiem, and Mae La. SC leverages the resources by being the co-applicant of the action “Inclusive & Accessible Protection and Quality Rehabilitation Services for Women, Children, and Persons with Disabilities Living in The Nine Refugee Camps Along The Thai-Myanmar Border”. The action is also funded by the European Union and DFAT. The overall objective of the action is to promote refugee inclusion and safeguarding in the nine target camps with a focus on children and persons with disabilities. The role of SC under this action is to enhance the school child safeguarding system and improve access to and participation in reporting mechanisms for children in and around schools in consultation with the Karen Refugee Committee Education Entity (KRCEE). To enhance the school child safeguarding system and improve access and participation, SC is recruiting a School Child Safeguarding Local Workforce.  

Scope of the Workforce

The School Child Safeguarding Local Workforce is responsible for creating a safe and protective environment for the children. The key roles and responsibilities of the School Child Safeguarding Local Workforce include the prevention and detection of child abuse and exploitation, facilitation of coordination and collaboration with relevant stakeholders for suitable interventions, enhancement of education personnel’s skills and knowledge, and the establishment and upholding of a referral system.

Prevention of child abuse and exploitation: To prevent child abuse and exploitation, the consult has to;

  • Conduct training for teachers and education personnel and equip them with the knowledge and skills to recognize, prevent, report, and respond to child safeguarding concerns.
  • Conduct training for children and equip them with the knowledge and skills on child rights, child protection, and reporting mechanism
  • Create materials that are child-friendly to enhance awareness regarding child protection, child safeguarding, the procedures of reporting and referrals
  • Facilitate awareness-raising sessions among teachers, education personnel, parents, guardians, and other pertinent community members about child safeguarding issues, signs of abuse, and reporting mechanisms
  • Promote and advocate for a safe and inclusive learning environment
  • Promote, advocate, and support the adoption and implementation of the KRCEE Child Safeguarding Policy
  • Ensure that local education stakeholders understand their roles and responsibilities in safeguarding children
  • Support KRCEE and OCEE to review child safeguarding policies and reporting procedures
  • Ensure compliance with child protection standards and regulations
  • Share child safeguarding messages through appropriate mediums

Early identification and intervention: To detect child abuse and exploitation, and devise appropriate intervention, the workforce has to

  • Be available and accessible to education personnel and students
  • Create a safe space for reporting and the provision of guidance
  • Ensure all the reporting tools are available for education personnel and students at all time

Coordination and Collaboration: To enhance the coordination and collaboration for the creation of a safe and protective environment for the children, the workforce has to

  • Attend internal and interagency meetings pertinent to child protection and safeguarding
  • Foster open communication channel for education personnel and students
  • Organize regular meetings with schools and OCEE Child Safeguarding Focal Point
  • Coordinate with external protection actors for relevant support and services
  • Maintain an updated contact list of child protection and relevant services in Umphiem, Nu Poe, and Mae La

Referral Mechanism and support: To ensure that child protection and child safeguarding incidents are reported and appropriately addressed, the workforce has to

  • Establish reporting and referral mechanisms in consultation with SC, KRCEE, OCEE, and school representatives
  • Provide support to education personnel to adhere to the referral mechanism
  • Facilitate internal referrals within the school community
  • Escalate the reported child safeguarding concerns to the designated child safeguarding team or appropriate authorities within KRCEE or OCEE
  • Facilitate specialized support and services from external child protection actors
  • Report any suspected or disclosed child safeguarding incident to the designated child safeguarding team or appropriate authorities.
  • Provide support to ensure the well-being and safety of individuals involved in safeguarding incidents
  • Maintain communication with the designated child safeguarding team to facilitate appropriate interventions and monitor progress
  • Maintain confidentiality of information and securely store the documents

Monitoring and reporting:

  • Monitor child safeguarding activities in Umphiem, Nu Poe, and Mae La
  • Provide monthly reports on child safeguarding activities, incidents, and follow-up actions taken to KRCEE and SC

Reporting and Documentation

The workforce will be supervised by the SC Safe School Senior Education Project Officer and KRCEE management team as well as other SC technical experts (CP, Gender and SOGIESC, and MEAL). The workforce will submit the monthly report to the SC Safe School Senior Education Project Officer and the management team. The report should incorporate flows of activities conducted as well as outputs and achievements following the project goals and outcomes.

Term of payment:

For the payment to be made, the workforce shall issue an invoice, timesheet, report, and plan every month. The amount of payment is THB 14,000.00 per month. The timeline for payment for payment is as follows.

Workforce qualifications:

  • Proven experience working in refugee settings along the Thailand-Myanmar border
  • In-depth knowledge of child protection issues within camp environments
  • Familiarity with the camp school’s child safeguarding system and the KRCEE child safeguarding policy
  • Proven experience in conducting training for teachers and education personnel, preferably with a focus on child safeguarding
  • Strong commitment to promoting a safe and inclusive learning environment for children
  • Familiarity with legal and ethical considerations related to child protection and reporting
  • Availability and accessibility to education personnel and students when needed
  • Excellent communication and interpersonal skills to establish trust and open communication with education personnel and students
  • Adherence to the highest ethical standards in handling sensitive and confidential information related to child protection cases
  • Ability to engage and collaborate with teachers, education personnel, parents, guardians, and community members in refugee camps
  • Availability and accessibility to education personnel and students when needed
  • Ability to speak in Karen and Burmese
