SCOPE OF ROLE:

Reports to: Mekong for the Future Chief of Party, with a dotted line to host WWF Country Director

Role Dimensions: The Project will work in collaboration with the WWF offices across four Greater Mekong Countries (Cambodia, Lao PDR, Myanmar, Thailand)

 

1. Background information on the Services/Goods to be supplied

WWF, the world’s leading conservation organization, seeks a Deputy Chief of Party (DCOP) for the USAID-funded Mekong for the Future project activity to be based in one of the eligible WWF Greater Mekong country offices (Thailand, Cambodia, Lao PDR, Myanmar).

The Mekong for the Future is a five-year project, ending in 2025, that will support natural resources governance and transparency across the Greater Mekong by strengthening civil society's ability to engage in natural resource governance and improve their access to, and understanding of, environmental data from public and private sources. The project will strengthen the ability of civil society organizations (CSOs) to coordinate activities, improve the ability to advocate for and monitor environmental policies, increase transparency, and improve their use of environmental data.

Intermediate Result 1: National, regional, and international stakeholders' coordination strengthened

Intermediate Result 2: CSOs and citizens' actions and advocacy in policy developments improved

 

2. Specific Services/Goods the Supplier will provide, including methodology and related information

WWF, the world’s leading conservation organization, seeks a Civil Society, Gender Equality, and Social Inclusion (CSGESI) Specialist for the USAID-funded Mekong for the Future project to be based in Thailand.

The CSGESI Specialist will provide technical advisory and project implementation support on civil society strengthening, gender equality, and social inclusion in natural resource governance and policy making. They will have direct experience working with civil society organizations and networks to coordinate activities. The CSGESI Specialist will ensure the integration and mainstreaming of GESI in the project.

Specifically, the CSGESI Specialist will support the following areas:

  • Project implementation on civil society strengthening
  • Integration of GESI in current or upcoming activities
  • Ensure that implementation and Gender and Inclusive Development Action Plan (GIDAP) are updated, delivered and performance targets are met
  • Strengthen GESI in Civil Society Organizations (CSOs) and their networks
  • Civil Society and GESI capacity building in policy development and advocacy
  • Act as a focal person on GESI within USAID Mekong for the Future team and partners
  • Promote and advise on application of a Human rights-based approach to natural resource governance
  • Ensure that WWF, as the prime recipient (PR), is accountable for its GESI targets and results with other stakeholders in the Greater Mekong region, including CSOs, local non-governmental organizations, community-based organizations, coalitions, platforms, networks of CSOs, and USAID
  • The program contributes its learning and expertise to support other Country Office programs

KEY AREAS OF ACCOUNTABILITY:

Advisory and Technical Guidance (30%)

  • Civil society mapping and analysis in the region
  • CSO capacity analysis, assessment, and planning in the region
  • GESI capacity assessment and planning
  • Human rights-based approach to natural resource governance
  • Strengthening the Civil Society and GESI engagement and partnership in Greater Mekong countries
  • Strengthening CSO engagement and partnership in Greater Mekong countries

GESI Integration and Project Implementation (30%)

  • Mainstream gender equality and other social safeguard policies of WWF in the indicators and Monitoring & Evaluation (M&E) Plan of the project objectives
  • Support project implementation on civil society strengthening and networking
  • Be responsible for the Technical Progress Report (TPR) of the Civil Society and GESI project components
  • Support the annual project review and final evaluation of the Civil Society and GESI project components
  • Document lessons learnt, best practices and case studies from the Civil Society, and GESI project components
  • Build capacity for project staff in Greater Mekong countries in the Civil Society and GESI engagement and partnership

Representation, Networking, and Partnerships (20%)

  • Represent the project in events and workshops and participate in discussions and panels
  • Support the development of new partnerships to promote Civil Society Gender Equality and Social Inclusion in natural resources governance
  • Support the implementation of learning forums among the project’s partners for learning and exchanging experiences in natural resource management

Program Documentation, Monitoring, Learning, and Research (20%)

  • Mainstream gender equality and other social safeguard policies of WWF in the indicators and M&E Plan of the project objectives
  • Be responsible for the Technical Progress Report (TPR) of the Civil Society and GESI project components
  • Support the annual project review and final evaluation of the Civil Society and GESI project components
  • Document lessons learnt, best practices, and case studies from the Civil Society and GESI project components

 

3. Required Qualifications

A. Education and Qualification

  • Master’s Degree in human rights, management, community development, gender, civic engagement, advocacy and organizational development, capacity building with an international development focus, or related field

B. Experience

  • At least 6 years of experience in working on Civil Society and GESI engagement and strengthening
  • Strong experience in capacity building, facilitating, and maintaining of CSO networks
  • Practical operational experience in USAID-funded projects
  • Experience in meeting facilitation, partnership development, stakeholder management, and/or training delivery

C. Knowledge

  • Knowledge of conservation and natural resource management issues
  • Experience in human rights and the environment.

D. Other

  • Report writing and presentations
  • Adhere to WWF’s values: Knowledgeable, Optimistic, Determined and Engaging
  • Respective Competencies: WWF Focus; External Orientation; Delivery quality outcomes; Building working relationships; communicate effectively
  • Excellent communication skills in English and Thai
  • Ability to have discussions with technical and non-technical audiences, present ideas, and motivate people

 

4. Working Relations

  • Internal - Liaise and contact with relevant WWF US, WWF Greater Mekong Country Offices, and WWF Network teams related to energy, water, and infrastructure.
  • External – Interact with civil society organizations, government counterparts, international organizations, international NGOs, and development partners as needed.

 

This TOR covers the main tasks and conveys the spirit of the tasks anticipated proactively from staff. Other tasks may be assigned as necessary according to organizational needs.
