Job Description

 

The Regional Fellowship Officer will play a key role implementing the Fleming Fund’s approach to building capacity for anti-microbial resistance (AMR) surveillance in laboratories and government agencies through professional Fellowships supported by the Fleming Fund in the Southeast Asia (SEA) region. The overall Fleming Fund grants programme seeks to improve national surveillance of antimicrobial resistance by improving laboratory services, engaging clinical staff in the planning, execution and use of diagnostic services, and strengthening the ability of stakeholders to analyse and share quality AMR data to influence policies that reduce AMR. The Fleming Fellowship Scheme, a central part of the Fleming Fund, aims to provide professional development grants to individuals working within “Beneficiary institutions” that are supported by Fleming Fund Country Grants. Fellowship is an integral part of country-level programmes, providing individual fellows with world-class mentoring, coaching and on-the-job training from participating “Host Institutions” with the outcome of greater capacity to undertake surveillance and use of AMR data in microbiology and data analysis (epidemiology) for veterinary scientists, public health scientists, and other fields relevant to AMR.

 

The Regional Fellowship Scheme Officer will primarily support the Fleming Fund’s Southeast Asia (SEA) Regional team to ensure the effective implementation of the Fleming Fellowship Scheme in line with the Scheme’s key design features. S/he will work closely with the Regional Coordinator (in the SEA Regional Hub office in Bangkok), the Fellowship Scheme Coordinator (in London), and other technical leads within the Fleming Fund team across their region

 

Key responsibilities

 

  • Supporting the Fleming Fund SEA Regional Hub to implement the Fleming Fellowship Scheme in their countries, including but not limited to assisting in the design of terms of reference, managing and coordinating the applications process, monitoring of workplans and Fellows’ activities, organizing and assisting with national and regional workshops and webinars, etc.
  • Supporting the design and delivery of cross-regional activities such as occasional ‘global level’ Fleming Fellowship Scheme learning and networking events.
  • Consolidating reporting to the UK office on Fleming Fellowship Scheme activities across countries in the SEA region.
  • Representing the Fleming Fellowship Scheme as needed at meetings, workshops and conferences.

 

Candidate Specification

 

The role will require the position holder to spend a proportion of their time travelling, primarily to Fleming Fund countries in their region for placement of fellowships and partner liaison.

 

Education:

 

Degree in adult education, public health or similar, or professional experience proving equivalent experience.

 

Experience:

 

  • Experience working in a similar role of project management/ coordination for projects in LMIC settings.
  • Working with multiple stakeholders across countries and in multi-cultural settings
  • Quality assuring activities and outputs through regular monitoring
  • Experience in monitoring and evaluating programmes.
  • Designing and/or delivering education/professional development activities would be considered an asset.
  • Managing, supporting and evaluating the delivery of education/ professional development activities would be advantageous.
  • Experience of managing calls for funding and reviewing applications.

  • Excellent communication, interpersonal and teamwork skills.
  • Able to multitask and maintain a critical overview of interrelated tasks, projects and issues, ensuring delivery according to targets and timelines.
  • Able to provide constructive and timely feedback in a diplomatic way to improve the quality of outputs.
  • Demonstrated ability to work collaboratively: communicating, building relationships and influencing effectively with colleagues, clients and stakeholders.
  • Strong problem-solving skills and ability to analyse problems and select remedies and opportunities.
  • Excellent written and oral English language skills.
  • Ability to work in other languages would be considered an asset.
