ข้อกำหนดขอบเขตงาน

โครงการจัดซื้อชุดสื่อการเรียนรู้ STEM

1.       ข้อกำหนดคุณลักษณะทางเทคนิค

ผู้เสนอราคาต้องจัดหาชุดสื่อการเรียนรู้ STEM สำเร็จรูป (Ready-to-use) ที่ผลิตจากวัสดุที่ปลอดภัย ปลอดสารพิษ (Non-toxic) และมีความทนทาน ในปริมาณที่เพียงพอสำหรับรองรับเด็กจำนวน 2,000 คน โดยแบ่งออกเป็น 2 ช่วงชั้น ดังนี้

1.1 ส่วนที่ 1: ชุดสื่อการเรียนรู้ STEM สำหรับระดับประถมศึกษาตอนต้น

• ขอบเขตการเรียนรู้: เน้นการปูพื้นฐานพหุภาษา คณิตศาสตร์ ภูมิศาสตร์ และวิทยาศาสตร์เบื้องต้น

1.2 ส่วนที่ 2: ชุดสื่อการเรียนรู้ STEM สำหรับระดับประถมศึกษาตอนปลาย

• ขอบเขตการเรียนรู้ / Learning Scope: เน้นโครงงานวิทยาศาสตร์กายภาพ (ฟิสิกส์และเคมีพื้นฐาน)

1.3 คู่มือประกอบการจัดการเรียนรู้: ทุกชุดต้องจัดให้มีคู่มือแนะนำการใช้งานและการจัดกิจกรรม บรรจุรวมอยู่ภายในกล่องบรรจุภัณฑ์อย่างครบถ้วน

1.4 การจัดอบรม: ผู้เสนอราคาจะต้องจัดการอบรมเชิงปฏิบัติการให้แก่กลุ่มครู เพื่อให้สามารถนำชุดสื่อการเรียนรู้ STEM ไปใช้งานจริงได้อย่างถูกต้องและมีประสิทธิภาพ ทั้งนี้เนื่องจากครูผู้เข้าร่วมส่วนใหญ่สื่อสารด้วยภาษาพม่าเป็นหลัก ผู้เสนอราคาจะต้องจัดเตรียมกระบวนการอบรมที่รองรับข้อจำกัดทางภาษา (เช่น การจัดเตรียมล่ามแปลภาษาพม่าหรือการใช้สื่อประกอบการอบรมที่มีการแปลภาษาอย่างเหมาะสม)

หมายเหตุ ในกรณีที่มีการใช้บัตรคำหรือสื่อที่ต้องใช้การอ่าน จำเป็นต้องมีการระบุอย่างน้อย 2 ภาษาขึ้นไป คือ ภาษาไทยและพม่า (รวมถึงคู่มือประกอบการจัดการเรียนรู้)

2. การบริหารจัดการโลจิสติกส์และปริมาณ

• 2.1 จำนวนและรูปแบบบรรจุภัณฑ์: จัดสรรชุดสื่อสำหรับรองรับเด็กจำนวน 2,000 คน (สามารถจัดสรรในรูปแบบชุดเดี่ยวสำหรับเด็ก 1 คน หรือชุดอุปกรณ์สำหรับการใช้งานกลุ่มได้)
• 2.2 สถานที่จัดส่ง: จัดส่งตรงไปยังโรงเรียนเครือข่ายมากกว่า 60 แห่ง ในพื้นที่จังหวัดตาก (รายชื่อและที่อยู่จะนำส่งให้ในขั้นตอนการลงนามสัญญา)
• 2.3 กำหนดเวลาจัดส่ง: ผู้รับจ้างต้องจัดส่งสินค้าให้เสร็จสิ้นภายในวันที่ 31 สิงหาคม พ.ศ. 2569

3. การรับประกันและบริการสนับสนุน

• 3.1 เงื่อนไขการรับประกัน: ผู้รับจ้างต้องมีนโยบายรับประกันสินค้า โดยยินดีเปลี่ยนชิ้นส่วนหรืออุปกรณ์ชิ้นใหม่ให้โดยไม่มีค่าใช้จ่าย ในกรณีที่ตรวจพบข้อชำรุดบกพร่อง อุปกรณ์ไม่ครบถ้วน หรือเกิดความเสียหายจากการขนส่ง

4. กำหนดการและช่องทางการยื่นข้อเสนอ ผู้เสนอราคาที่มีคุณสมบัติตรงตามข้อกำหนด สามารถนำส่งเอกสาร ได้แก่ ใบสำคัญการจดทะเบียน หนังสือรับรอง ภ.พ. 20 และใบเสนอราคา (ระบุยอดเงินรวมที่รวมภาษีมูลค่าเพิ่ม VAT แล้ว) ภายในวันที่ 23 มิถุนายน พ.ศ. 2569

Terms of Reference (TOR)

STEM Kit Procurement Project

1. Technical Specifications

The bidder must provide ready-to-use STEM learning kits made from safe, non-toxic, and durable materials. The provided materials must be in a quantity sufficient to accommodate 2,000 children, divided into 2 educational levels as follows

1.1    Level 1: Lower Primary STEM Box

o    Learning Scope: Focuses on foundational multilingual literacy, mathematics, geography, and basic science. 

    1.2    Level 2: Upper Primary STEM Box

o    Learning Scope: Focuses on physical science projects (basic physics and chemistry).

      1.3    Manuals & Teaching Aids: All kits must include instructional manuals and activity guides fully packed within the box.

        1.4    Workshop: Bidder must organize a workshop for teachers to ensure the effective utilization of the STEM learning kits. As the majority of the participating teachers primarily speak Burmese, the bidder must provide appropriate language support during the training (e.g., providing a Burmese interpreter or translated training materials).

Note: All reading materials, including flashcards and the learning manual, must be provided in at least two languages: Thai and Myanmar.

2. Logistics & Quantity

2.1 Quantity & Packaging: Provide the STEM KITs for 2,000 students (allocable as individual sets per child or group sets for shared activities).

2.2 Delivery Locations: Deliver directly to 60+ network schools in Tak province (The exact list and addresses will be provided upon contract signing).

2.3 Delivery Timeline: The delivery must be fully completed no later than August 31, 2026.

3. Warranty & Support Services

3.1 Warranty Terms: The vendor must provide a warranty policy, agreeing to replace defective, incomplete, or damaged components free of charge.

4. Submission Timeline and Channels: Bidders who meet the specified qualifications must submit the required documents, including the Certificate of Incorporation, Value Added Tax Registration Certificate (P.P.20), and the Price Proposal (stating the total amount inclusive of VAT), by June 23, 2026.
