Terms of Reference 

Animated video design and production for awareness raising on access to rights for migrant construction workers in Thailand

 

Organization Background 

Established in 2002, BDF is a not-for-profit, non-governmental organization with the mission to provide access to essential education, health, and child protection services to disadvantaged children and families living in construction site camps. Through field projects and advocacy activities, BDF aims to improve access to services for the estimated 60,000 children connected to the construction sector in Thailand. BDF’s activities reach over 1,600 children and 10,000 workers in the construction industry per year. 

 

Project Background

Migrant workers connected to the construction sector in Thailand move around from project to

project regularly with their children and live in construction site camps with slum-like conditions. Due to constant migration, a lack of Thai language skills, and other barriers, their access to essential public services is heavily affected. As a result, many of these children live in unsuitable conditions, are often out of school, and lack access to social protection and healthcare, and social services. There are an estimated 60,000 children currently living in Thai construction site camps.

 

With funding and support from Kindernothilfe (KNH), a German child rights NGO active in Thailand and the German Federal Ministry for Economic Cooperation and Development (BMZ), BDF is implementing a 3.5-year project to scale up the systemic impact work and BSI Initiative. The project has four key outputs 1) Thai construction companies apply the BSI Framework for Action and BSI Toolkit in construction camps; 2) Relevant Thai ministries create an enabling environment for integrating business and human rights principles in the construction sector‘s value chains, 3) Camp managers, camp bosses, camp residents, and the local service providers work together for the access to services for workers and children in the camps, 4) The voices of migrant workers and their children are incorporated into the BSI initiative.

 

Scope of Work

As part of Output 4, the BSI Initiative is seeking a production company to design and produce 3 animated videos, each lasting around 3 minutes. Each video covers a different topic; 1) Introduction to the BSI Initiative for workers; 2) Birth registration processes for migrant workers 3) Maternity rights and SSF entitlement for migrant workers. The videos should be produced with Thai language audio as well as having Khmer and Burmese language audio versions of the same videos. 

 

The service provider should produce visually effective and high-quality videos based on the script provided by BDF that will be accessible and easy to understand for migrants in the construction sector. The producer will work closely with the Research and Program Quality Coordinator in the production process to ensure this. The production company should also provide creative input on the script and storyboard as well as provide opportunities for feedback throughout the design process. The producer should also provide the service for voice recording, as well as a Thai voice actor and layering and editing audio in Burmese and Khmer. If the producer has access to Burmese and Khmer speaking voice actors this would be considered an advantage. BDF will share the script with interested producers upon request.

 

Responsibilities

•  Meeting and close communication with the Research and Program Quality Coordinator and Company Engagement Advisor to determine the design, storyboard and animation style .

•  Trim footage segments and put together the sequence of the animation videos.

•  Input music, dialogue, graphics, and effects.

•  Create rough and final cuts based on feedback from BDF staff

 

Deliverables

1) 3 x 3 -minute animated video in Thai, Burmese and Khmer for - Introduction to the BSI Initiative for workers; 

2) 3 x 3 -minute animated video in Thai, Burmese and Khmer for for - Birth registration processes for migrant workers 

3) 3 x 3 -minute animated video in Thai, Burmese and Khmer for for - Maternity rights and SSF entitlement for migrant workers. 


 

Qualifications

Education:                                         

  • Minimum High School Diploma/a bachelor's degree in a related field such as computer science, digital media, or film production or completed videos editing course and animation.

  • Work Experience of the team: minimum 5 years’ experience in video production, editing, animation production.

 

Demonstrated skills:

•  Able to manage tasks within a given period

•  Accurate translation according to different norms of languages

• Strong knowledge and experienced on producing, citing and competency of making videos

•  Contextualize and simplify with creativity method from narrative information to the visual media

•  Able to work independently, understand and keep confidentiality and do not use BDF information and material for other purposes

•  Strong written and verbal communication skills of English and Thai

 

Submission of Quotation: 

  • A financial quotation with a detailed budget breakdown according to the design and production needs as stated in this terms of reference in Thai Baht including BDF’s Following the submission of the quotation, applicants will be invited for short interview to assess their level of understanding of the project as well as share their suggested work plan
