Première Urgence-Aide Médicale Internationale (PU-AMI) is an international non-governmental organization whose mandate is to bring a comprehensive response to the essential needs of populations suffering from humanitarian crises in emergencies until autonomy and dignity can be obtained.

Operational in 16 countries in Africa, Asia, the Middle East, the Caucasus and the Caribbean, PU-AMI works in the areas of food security, health, nutrition, rehabilitation of infrastructure, water and sanitation and economic recovery. PU-AMI is the result of the merger between two NGO’s: Première Urgence and Aide Médicale Internationale in 2011.

PU-AMI in Thailand

PU-AMI has been working with the Burmese population since 1984, when they provided primary healthcare and medical training from their base in Manerplaw, Burma. When the population fled into Thailand, PU-AMI came along and continued its services in Thailand. Today, PU-AMI works in Mae La (ML), Umpiem (UP) and Nupoe (NP) Temporary Shelters in Tak province, building capacity of health workers and providing healthcare to an estimated 80,000 beneficiaries.

The WHO has defined health as a state of complete physical, mental, and social well being, not merely an absence of disease or infirmity. In accordance with this definition, PU-AMI’s medical programs integrate physical, as well as mental and social components in order to contribute to a state of improved well being of individuals, as well as the community as a whole. Its mandate is to contribute to autonomy, in which light PU-AMI invests and works toward durable solutions and community empowerment by building capacity and strengthening self-reliance wherever possible.

PU-AMI Thailand offers:

- Clinical services and disease surveillance/control in the 3 camp.

- Health promotion and disease prevention in Maela camp.

- Vertical programs such as HIV/AIDS, TB, and Mental Health.

- Capacity building.

PU-AMI has 3 offices in Thailand (Bangkok, Umphang and the main base in Mae Sot).

1. Main Objective

The Store Keeper will ensure smooth operations of PU-AMI warehouses and manage the receipt, dispatch and inventory keeping of all goods that entered into the storage facilities. Through implementing PU-AMI Warehousing procedures the Warehouse manger ensures that all inventories will be accounted for in accordance to PU-AMI and donor requirements

2. Specific Responsibilities:

 

Stock & warehouse  Management

Implement and manage the warehouse in accordance with the PU-AMI Warehouse Policy and Procedures Guidelines

Daily coordination of PU-AMI logistical, warehouse procurement activities;

Ensure the timely delivery of supplies to respective Projects with the coordination of procurement department and PU-AMI transport pool.

Has a full understanding of PU-AMI warehouse policies and formats. Assists, as needed in training staff on these policies and forms;

Preparation of status reports on deliveries for Logistics Coordinator and recipient of supplies. Assist in the maintenance of thorough warehouse files as outlined in the PU-AMI Warehouse and Procurement policies;

Maintain the inventory and prepare the reports on a daily bases;

Travel or delegate subordinate to travel to field sites to receive and inspect goods delivered directly to the field;

All other activities to ensure the smooth warehouse operation;

Interacts with suppliers in the receiving and inspection of goods – issues GRNs.

Receive the goods as per the description on the purchase order/request. Inspects gods upon delivery and rejects inadequate, broken, lower quality and other items not meeting the requirements of the order;

Dispatch goods from the warehouse using appropriate PU-AMI procedures, Store Release forms, Waybills and update Stock Records.

Prepare report of monthly stocks, end of grant stocks, fiscal year physical counts and other physical counts, as instructed by supervisor.

Display bin cards on each item in the warehouse;

Maintain physical and electronic copies of inventory, as per formats and forms provided in the Warehouse Manual ;

Coordinate with the Fleet Manager for transportation arrangement for dispatches ;

Generate the commodities movement way bills and gate passes.

 

 

Asset Management – Computer, Telecom, Energy

Issues technical recommendations for the procurement of computer equipment, tele/radio communication and energy supply equipment in collaboration with ICT Supervisor, field logisticians and field managers. 

Verifies equipment allocation, draws up operating procedures and provides training accordingly.

Monitors equipment (condition, localization, owner/donor...) through regular updating of monitoring tools and keeping hard copy records of inventories and identification cards for each equipment.

Ensures proper installation and setting of equipment and manages their good operation, maintenance or repairs. 

Checks the use of equipment and proceeds if needed with operating procedures’ adjustments.

 

Circulation of information

Ensures efficient circulation of logistics information to the teams: base, camp and headquarters.

Ensures compliance with PU-AMI policies and procedures, donor regulations and local laws.

 

 

Others

Upon request from supervisor / Any duties asked by the logistics officer

3. Requirements

 

Thai Nationality Only

Work Experience

Experience in logistics management. Supply chain, Stock, Warehouse

At least 1 year in Stock management position

Experience of working for a humanitarian aid organization is considered as advantage.

Field Experience on the Thai Burmese Border is an asset.

Languages

Fluent in Thai and proficient in English, both written and oral

Knowledge of Karen or Burmese is an asset

Other skills and competencies

4. Conditions and benefits    

Monthly basic salary : 12,800 THB

Seniority bonus of 2.5% per year, limited to 10 years of seniority

Personal income tax in Thailand covered by PU-AMI

IPD and emergency package with local insurance company

OPD expenses up to 5,000 THB/year covered by PU-AMI
