Job Title: Senior Data Integrity Manager

Department:  Resettlement Support Center

LOCATION: Bangkok, Thailand

BACKGROUND:

The IRC has a rich history of assisting refugees to apply for U.S. resettlement, from its founding in 1933 to help vulnerable individuals escape Nazi-occupied Europe, to pioneering the Joint Voluntary Agency which assisted Indochinese refugees for 22 years, to operations in Croatia, Sierra Leone and Sudan. Over the years, IRC has processed some half million refugees worldwide for U.S. resettlement

 

Based in Bangkok with field offices in Thailand and Malaysia, the IRC Resettlement Support Center (RSC Asia) is funded by the US State Department Bureau of Population, Refugees, and Migration (PRM) to assist persons throughout Asia seeking permanent resettlement to the United States. Responsible for a portfolio of 37 countries, the RSC: prepares refugee applications for the United States Refugee Admissions Program (USRAP) using START (a State Department–managed data system that supports the arrival and resettlement of refugees through technology); provides information to resettlement agencies about arriving refugees; and offers cultural orientation training to refugees bound for the United States.

 

Job Overview/Summary: The Senior Data Integrity Manager leads RSC Asia pipeline monitoring and pipeline update efforts to ensure that the RSC Asia pipeline is adherent to current PRM and local policy including clean-up needs that arise from policy updates. This position will interact with RSC Asia SMT, PRM/A and RPC. This position reports to the Pipeline and Reports Coordinator in Thailand.

 

Major Responsibilities:

Program Delivery:

•  Perform monitoring activities through filtering and other mediums on current case processing workflow and data use practices and propose changes or suggest efficiencies where necessary.

•  Perform spot check/quality checks on START cases to ensure RSC Asia staff are using functionality as intended; provide spot check analysis, feedback and recommendations to RSC SMT and RPC.

•  Lead data clean up in coordination with SMT and relevant Senior Managers.

•  In coordination with SMT and relevant Senior Managers, lead ad hoc data clean up due to policies updates and START feature enhancement to efficiently allocate staff resources.

•  Provide quality check feedback to relevant managers and conduct refresher training, if required.

•  Other duties as assigned.

 

Training and Communication:

•  Lead communication with RPC via GitHub on questions and feedback arising from pipeline monitoring.

•  In coordination with SMT, liaise and coordinate with PRM, RMA and RPC as required to ensure efficient processing of refugee applications.

•  Ensure professional coordination and communication, both internally and externally.

•  Collaborate with others in management to develop and conduct trainings relevant to ensuring smooth and efficient pipeline progression as per the most current SOP guidance.

Job Requirements:

 

Education

•  Bachelors’ Degree required, Masters’ Degree in a related field advantageous.

 

Work Experience

•  Minimum two years of work experience in Resettlement Support Centers and/or United States Refugee Admissions Program (USRAP), policies and START system preferred.

•  At least one year experience with data monitoring and management required.

•  Experience in data integrity, training, and compliance are advantageous.

•  Experience with Tableau and GitHub interface is desirable.

 

Demonstrated Skills and Competencies

•  In depth familiarity with RPC and USRAP programmatic responsibilities, processes, and policies.

•  Self-starter with the ability to work with a high degree of autonomy in planning, organizing, and carrying out the assigned responsibilities, including coordinating activities with staff at all levels.

•  Excellent analysis and problem-solving skills

•  Excellent written and oral communication skills including the ability to communicate effectively with colleagues and partners in a multinational environment.

•  Solid organizational and program implementation skills, including change management with the ability to handle multiple tasks, set priorities, effectively manage time and meet deadlines.

•  Demonstrated flexibility and ability to manage and adapt to changing environment.

 

Language and Computer Skills

•  Fluency in written and spoken English.

•  Working knowledge of a refugee language is helpful.

•  High level of computer literacy and proficient in MS Office applications (Word, Excel, Power Point, Outlook) is required, particularly the ability to analyze large amounts of data via Excel. Ability to type 40 words per minute

 

Working Environment: 

The position is located at the RSC office in Bangkok, Thailand or Kuala Lumpur, Malaysia (depending on the candidate’s location) and is primarily office based.  The position may require both domestic and international travel to support delivery of USRAP processing throughout the region.  A valid passport and the ability to acquire US and other visas, as necessary, is a requirement.
