Community Partners International (CPI) is a U.S. nonprofit organization dedicated to empowering vulnerable communities in Asia to meet their essential health, humanitarian and development needs. Founded by U.S. doctors in 1998, the organization has grown to serve more than one million people each year. Community Partners International focuses on helping communities affected by conflict, violence, and displacement, in remote and hard-to-reach contexts, and marginalized by poverty and exclusion.
Having a considerable gap in service provision, people living in hard-to-reach areas are prone to health disasters such as disease outbreaks. Hence, CPI aims to address such health inequalities with response, prevention & control. The project intends to work closely with local implementing partners and stakeholders so that beneficiaries there receive quality health services.
Primary Responsibilities
- Maintain and improve standard CPI financial systems, policies & organizational standards and donor requirements
- Responsible to timely update and reconcile all the financial data in the accounting system
- Ensure the financial data are reliable, consistent, accurate and compliance with donor requirements
- Ensure accurate and timely submission of financial reports to management, donors and other stakeholders
- Liaise with external auditors and take lead in grant communication with donors, consortium members, peer organization and sub-recipients
- Responsible for the management of based office’s daily financial operation and supervision of finance team in Mae Sot office
- Participate in annual operating budgets preparation and cash flow forecast as needed
- Provide technical inputs in Financial management, budget proposal development and organizational development initiatives of CPI as well as partners
Regular Responsibilities
- Ensure timely submission of various financial reports for internal management as well as preparing donor financial reports in accordance with the donor requirements
- Ensure the financial reports meet the quality standard with high level of transparency, accuracy, timeliness and support the users to make informed decisions
- Review and analyze monthly financial BvA with program focal to ensure the grants are on track, issues and follow-up actions are identified and expenditure are following the requirements
- Analyze monthly/quarterly/annual financial reports and provide constructive recommendations and reports to management
- Ensure timely and accurate payments are made to partners and suppliers throughout life of the subgrants or projects, taking into consideration of effective utilization of grants and fund flow
- Manage and take lead in external audit, monitoring of sub-recipients and take prompt actions to resolve audit findings and implementation of agreed recommendations
- Collect monthly fund request from different teams, review the requests and prepare Wire Transfer schedule to submit to HQ
- Release disbursements and ensure that all expenditures are in line with the budgets and grant requirements.
- Support Deputy Finance Director (Thailand) to analyze periodic reports such as BvAs, Thailand AOB; and bring any concerns for discussions with budget holders
- Provides the Finance briefing for all new employees and supervise Mae Sot based finance team
- Assist Deputy Finance Director (Thailand) in preparing annual budget and other tasks assigned as necessary
Partner Support
- Train CPl's new sub grantees on financial guide-lines, financial reporting system and ensure proper application of the system in project implementation
- Work with CPI staff and partners to conduct systematic organizational assessments, facilitate knowledge management and develop context-relevant organizational learning tools and methods
- Perform monitoring visit to project sites of sub grantees and evaluate their financial system to identify gaps. Seek mutual improvements for sound financial and grants management system
- Review and follow-up of action taken to remedy any variance in actual vs. budget financial data of sub grantees, ensure compliance with the grants agreement and manage the proper close-out of the awards
- Provide technical inputs and actively participate in developing capacity building plan and organizational development initiatives
- Manage the disbursement and liquidation of advances to sub-grant partners
Capacity Building and Supporting other Staff
- Ensure full project understanding and compliance by all staff, as well as sub grantees through trainings, guidance and support
- Ensure CPI staff and sub-recipients are sufficiently supported with all essential tools required for a sound project financial management system
- Work with Program and Finance staff to assist sub-recipients in developing detailed
financial proposals, budget review and revision.
Operations and Administration
- Supervise finance staff members and ensure the team is properly structured and work plans are developed to deliver the set objectives
- Recruit finance staff, develop financial management skills of team members and provide orientation to new staff
Organization Representation
- Organize and facilitate meetings, workshops and other discussion forums to establish a dialogue on Finance and to learn from findings for continual improvement
- Represent CPI at partner and donor meetings and events
ESSENTIAL SKILLS
- Graduate degree in Accounting, Finance, Commerce. ACCA, CPA or CIMA qualified is preferred
- At least 5-10 years' experience in related position with accounting and project financial management experience
- Fluent in written and spoken English and knowledge of Thai language & context will be an advantage
- Advanced knowledge of excel, as well as understanding of word-processing, and power point
- Exposure to NGO work is a plus
- Knowledge and experience in the use of accounting software, mainly Sun system
- Excellent organizational, planning, and interpersonal skills
- Experience of working in a multicultural, low-resource setting
- Ability to communicate technical information to both technical and non-technical audiences
- Ability to establish priorities in a time sensitive environment and meet deadlines with strong attention to consistency, detail, and quality
