Logistic Assistant – Umphang (Temporary 3 Months Contract)

Première Urgence-Aide Médicale Internationale (PU-AMI) is an international non-governmental organization whose mandate is to bring a comprehensive response to the essential needs of populations suffering from humanitarian crises in emergencies until autonomy and dignity can be obtained.

Operational in 16 countries in Africa, Asia, the Middle East, the Caucasus and the Caribbean, PU-AMI works in the areas of food security, health, nutrition, rehabilitation of infrastructure, water and sanitation and economic recovery. PU-AMI is the result of the merger between two NGO’s: Première Urgence and Aide Médicale Internationale in 2011.

PU-AMI in Thailand

PU-AMI has been working with the Burmese population since 1984, when they provided primary healthcare and medical training from their base in Manerplaw, Burma. When the population fled into Thailand, PU-AMI came along and continued its services in Thailand. Today, PU-AMI works in Mae La (ML), Umpiem (UP) and Nupoe (NP) Temporary Shelters in Tak province, building capacity of health workers and providing healthcare to an estimated 80,000 beneficiaries.

The WHO has defined health as a state of complete physical, mental, and social well being, not merely an absence of disease or infirmity. In accordance with this definition, PU-AMI’s medical programs integrate physical, as well as mental and social components in order to contribute to a state of improved well being of individuals, as well as the community as a whole. Its mandate is to contribute to autonomy, in which light PU-AMI invests and works toward durable solutions and community empowerment by building capacity and strengthening self-reliance wherever possible.

PU-AMI Thailand offers:

- Clinical services and disease surveillance/control in the 3 camp.

- Health promotion and disease prevention in Maela camp.

- Vertical programs such as HIV/AIDS, TB, and Mental Health.

- Capacity building.

PU-AMI has 3 offices in Thailand (Bangkok, Umphang and the main base in Mae Sot).

PU-AMI is currently looking for:

 

Position:                                                  Logistic Assistant UMP (Temporary 3 Month Contract)

Under the authority of:                       Base Logistician Umphang

Direct supervision of:                           none

Working Location:                                 Umphang, Umpiem and Nupoe

Working hours:                                      Following PU-AMI rules and regulation

Starting Date:                                         15th September 2015

1. Main Objective

The Logistic Assistant Umphang is responsible for items stored at Umphang base.  The Logistic Assistant will assist the Base Log and Field Log with launching the procurement process when required.  Assisting with maintenance in Umphang base and in camp will be the Logistic Assistant’s responsibility also.

2. Specific Responsibilities:

 

Stock & Warehouse Management

Implement and manage the warehouse in accordance with the PU-AMI Warehouse Policy and Procedures Guidelines.

Interacts with suppliers in the receiving and inspection of goods – issues GRNs.

Receive the goods as per the description on the purchase order/request.  Inspect goods upon delivery and rejects items not meeting the requirements of the order. -

Dispatch goods from the warehouse using appropriate PU-AMI procedures, Store Release forms, Waybills and update Stock Records.

Prepare report of monthly stocks, end of grant stocks, fiscal year physical counts and other physical counts, as instructed by supervisor.

Maintain physical and electronic copies of inventory, as per formats and forms provided in the Warehouse Manual.

All other activities to ensure the smooth warehouse operation.

 

Procurement Activities in Umphang

Assist Base log in the technical evaluation before purchase through external evaluation/ informal quotation

Assist Base Log and Field Log (upon request) to assess regional market.

 

Asset Management

 

Issue technical recommendations for the procurement of computer equipment, tele/radio communication and energy supply equipment in collaboration with relevant team members. 

Verifies equipment allocation, provides training accordingly.

Monitors equipment (condition, localisation, owner/donor...) through regular updating of monitoring tools and keeping hard copy records of inventories and identification cards for each piece of equipment.

Ensures proper installation and setting of equipment and manages their good operation, maintenance or repairs. 

Checks the use of equipment and proceeds if needed with operating procedures’ adjustments.

 

Maintenance

Perform maintenance tasks in UMP office, Team House and Patient House where necessary.

Plan and follow up a maintenance and repair agenda for Umphang, Umpiem and Nupoe assets.

Perform asset maintenance / depreciation / technical improvement where possible.

 

Circulation of information

Ensures efficient circulation of Stocks, Asset, and maintenance information between the teams: base, camp.

Ensures compliance with PU-AMI policies and procedures, donor regulations and local laws.

 

Others

  Ensure driving and material loading task when assigned by supervisors and/or line manager.

Perform other related tasks as assigned by supervisors and/or line manager.

3. Requirements

 

Thai Nationality Only

 

Work Experience

At least 2 years of relevant work experience is required.

Experience of working for a humanitarian aid organisation is considered as advantage

 

Languages

Fluency Thai both written and oral is required. 

Knowledge of English, Burmese and/or Karen is an asset.

Other skills and competencies

Proficiency in MS Office packages (MS-Excel, MS-Word, MS-Outlook) and Internet is required.

 

Personal qualities

Good interpersonal and cross-cultural communication skills.

Strong positive thinking, excellent ability to work in a team and networking skills are required.

               

Commitment :

3 months.

4. Conditions and benefits    

Monthly basic salary : 12,800 THB

Seniority bonus of 2.5% per year, limited to 10 years of seniority

Personal income tax in Thailand covered by PU-AMI

IPD and emergency package with local insurance company

OPD expenses up to 5,000 THB/year covered by PU-AMI
