Classification : General Service (G-5, THB 74,905.75 per month)

Type of Appointment : Special Short-Term Contract Initial 9 months with possibility of extension

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

 

 

  1. ORGANIZATIONAL CONTEXT AND SCOPE:

IOM Thailand’s Labour Mobility and Social Inclusion (LMI) unit works to foster the synergies between labour migration and development, and to promote legal avenues of labour migration as an alternative to irregular migration. Moreover, LMI aims to facilitate the development of policies and programmes that are in the interest of migrants and society, providing effective protection and assistance to labour migrants and their families. Key LMI interventions include policy advice and capacity-building in labour migration management; protection of workers throughout the labour migration process; promotion of ethical recruitment and decent, including supply chains management; information-sharing and awareness-raising; and migrant training and integration.

IOM, through its LMI portfolio, implements regional Migration and Development interventions that seek to define a clear pathway to promote better employment opportunities and working conditions for migrants, especially women from Cambodia, Lao People’s Democratic Republic and Myanmar (CLM), through safe migration and skills development in partnership with the private sector, training institutions, civil society and governments. The overall impact of the programme is that migrants, especially women, from CLM have improved employment opportunities and conditions, particularly in Thailand, through enhanced skills and protection, leading to poverty reduction in communities of origin.

Working under the direct supervision of the Project Officer, and the overall supervision of Head of LMI, the project assistant will support implementation of IOM’s skills development programming.

 

 

 

 

 

  1. RESPONSIBILITIES AND ACCOUNTABILITIES:

 

  • Provide administrative support to the overall LMI’s skills development programming implementation, including liaison with diverse organizational units and external parties to initiate requests and activities, obtain necessary clearances, process and follow-up on administrative actions.

  • In coordination with the Project Officer, assist with individual project activities, such as information provision to migrant worker, bilateral/multilateral dialogues, programme advisory committee meetings, and information campaign for employers, including coordination with staff, experts, and relevant agencies on the preparation and organization, budget management and monitoring.

  • Support the implementation of policy analysis and research activities under the LMI’s skills development programming, and assist with the review and finalization of analytical and research reports, presentation and dissemination of research findings.

  • Monitor and keep abreast of developments in labour migration in Thailand and Greater Mekong Sub-region to inform the LMI’s skills development programming policy work and support intervention.

  • Drafting project documents including terms of reference and concept notes for studies, policy dialogue events, workshops, meeting minutes, and training materials, and contribute to their dissemination and delivery.

  • Support the team in drafting meeting/training reports, periodic donor and progress reports, interim and final project reports in line with donor and IOM requirements.

  • Coordinate with all implementing mission and draft correspondence, reports, briefing notes, graphics, statistical tables, presentations and other forms of communication materials

  • Conduct monitoring of project activities, such as designing questionnaire, as well as reviewing and compiling monthly progress update from all implementing missions.

  • Perform such other duties as may be assigned.

 

 

  1. QUALIFICATIONS AND EXPERIENCE

 

EDUCATION

  • School diploma with five years of relevant experience; or,

  • Bachelor’s degree in Business Administration, Social Sciences, International Development, International Relations, Political Science, or related fields from an accredited academic institution with three years of relevant professional experience.

 

EXPERIENCE

  • At least two years of work experience in migration and/or international development issues for nongovernmental organizations, international governmental organizations or government institutions, including in programme/project management support or administration.

  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;

  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,

  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.

 

 

SKILLS

  • Excellent writing and communication skills

  • Strong organizational and time management skills

  • Ability to work as part of a multicultural, multilingual team

  • Creativity, initiative and ability to work with minimal supervision

  • Knowledge of the broad range of migration and related subject areas dealt with by IOM

  • Knowledge of UN and bilateral donor programming and project management cycle

  • Knowledge of financial rules and regulations
