Background of the project

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provide assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces.

IRC will provide a broad range of protection services to newly arrived refugees identified within the Royal Thai Government’s “safety zones”, “holding areas” and informal settings. Protection monitoring by the IRC and a network of local implementing partners and community-based organizations (CBOs) will be the primary means to identify key protection risks for populations.

Scope of work

Formally established in 2017, the IRC’s livelihoods program in Thailand works with cross-sector partners and international organizations to innovate upskilling, market networking and access, and entrepreneurship development for refugees living in seven refugee camps in Thailand. The IRC engages with refugee leaders, local community-based organizations academic institutions, and private sector partners to design program interventions based on market demands in Thailand, neighboring Myanmar, and the wider region. Alongside essential trainings and trainings in technical and soft skills, business/financial management, and life skills.  The IRC strengthens and expands micro-enterprise development and village savings and loans associations, while connecting talented trainees and entrepreneurs to a network of mentors in Thailand and Myanmar (and elsewhere as far as possible) to help them build up their confidence and plan for their futures. This cross-sector collaboration ensures both the elevation and wider recognition of the refugees’ skills for future oppor-tunities within a rapidly evolving economic environment.

The expected outcome of the workshop is to find what labor markets and livelihood opportunities available for refugee and migrants and what policies and laws regarding refugee to work in Thailand.

For the above reasons, IRC is holding “Livelihood Opportunity for Refugee Workshop” among NGOs, private sectors, and government representatives to participate in the workshop.
