Position Summary: Pact is seeking a Finance Manager (FM) that wants to contribute to positive change in the Mekong region. We need someone who is responsible for the overall management and provision of key support services within the area of financial operations for Thailand country office. The FM has oversight of internal control systems and procedures, operational accounting, financial reporting, auditing, forecasting and realigning project budgets, as well as comprehensive country-level budgets. The ideal candidate is also willing to help build the skills of other staff. The FM is a key member of Pact Thailand’s Senior Management Team and plays an active role in the development and implementation of strategies and business policies.

Specific Duties and Responsibilities:
General Financial Management
Establishes proper financial management systems and processes
Monitor and analyze Pact Thailand’s annual budgets and long-term financial projections
Design and implement sound internal control systems
Monitor proper management of cash flow
Supervise Pact Thailand’s computerized financial management and accounting system
Review Project Status Reports on a monthly basis, and provide the Country Manager, Chief of Party, Program Managers and other relevant stakeholders with up-to-date financial status information, analysis, and projections
Handle monthly payroll for all Pact Thailand staff
Prepare and file all applicable withholding taxes, social security, and other reports required by Thai law
Strategic Planning
Continuously evaluate the appropriateness of the existing financial management system and/or approaches and propose changes for improvement
Analyzes Pact Thailand’s operational budgets in project proposals
Qualifications, Skills and Knowledge:
Working knowledge of GAAP and US Federal regulations (OMB Circulars A-122, A-133) or other donor grant policies, rules and regulations
Ability to understand and participate in cash flow forecasting and fiscal year budgeting processes
Ability to coordinate team deliverables and provide supervision and mentoring to multiple staff
Proficiency in word processing, spreadsheets and database skills
Required fluency in English and strong communication skills
Ability to train and coach others in financial management and policies and procedures
Experience with budgets, projections and budget tracking
High degree of initiative and a team player
Analytical and problem-solving skills
Deadline-oriented
Strong organizational skills and ability to prioritize multiple tasks
Supportive approach to supervision, mentoring and delegation
Requirements:
University Degree in Accounting, Finance, or related field
Minimum of five (5) years of progressive experience in financial management and planning, budget management, or other related field (international non-profit environment preferred)
Three years finance supervisory experience is preferred
Experienced using Microsoft Dynamic Navigator accounting software is a plus
Experienced managing USAID funded programs would be advantage
Absolute integrity, highest standard of ethics and trustworthiness
