About AIP Foundation

AIP Foundation is a U.S. registered 501 (c) (3) non-profit organization addressing the pervasive and devastating rate of road traffic crash injuries and fatalities in developing countries through a holistic set of programs, with a particular focus on helmet use and safety products. Our pillared strategy includes access to safe equipment, public awareness campaigns, school-based and targeted population campaigns, technical assistance particularly focused on legislative advocacy and helmet standards, and research, monitoring, and evaluation.

Currently, AIP Foundation has approximately 50 staff with offices in Ho Chi Minh City and Hanoi in Vietnam, Phnom Penh in Cambodia, Bangkok in Thailand. AIP Foundation funders and partners include a wide variety of public and private donors. Summary

The AIP Foundation is seeking for a fulltime position of the Program Officer who will be based in Thailand Office in Bangkok.

The Program Officer (PO) leads the delivery of projects and programs of AIP Foundation in the Thailand Country Office, coordinating with internal and external stakeholders. The PO reports directly to the Operations Manager (OM) and is supervised by the AIP Foundation Thailand Board of Directors (BoD). The responsibilities listed below are inclusive, but not exhaustive, of the role.  It is reasonable to assume that additional tasks will be requested, as and when needed.

 

Appraised: This role will be appraised by the Operations Manager and BoD.

 

Direct reports: The PO reports directly to the Operations Manager (OM) on financial management, program monitoring and all aspects of compliance, and is supervised by the AIP Foundation Thailand Board of Directors (BoD).

Description

 

Overall & Strategy

 

 

 

 

  • Lead implementation of assigned projects and programs throughout the project life-cycle from conception to conclusion; including project/program design, planning, implementation, monitoring and evaluation, and reporting
  • Ensure all program/project activities meet stakeholder’s expectations, and comply with donor and government requirements, as well as AIP Foundation’s internal standards and procedures
  • Build awareness and raise the profile of AIP Foundation Thailand; promote communication of road safety issues and AIP Foundation’s accomplishments to the public
  • Build and maintain relationships with various government and non-government (NGO) agencies and coordinate cooperative activities with other NGOs and local and national governmental agencies
  • Identify cooperative activities/partnership opportunities in order to align with strategies and explore potential for scale

 

Program Design and Development

 

  • Collaborate with Development team and OM on proposal development and design of activities
  • Liaise with relevant stakeholders and government to provide input to proposal development
  • Contribute to the design of effective activities

Program planning and implementation

  • Design detailed program activities in coordination with donor, government and other stakeholders
  • Collaborate with M&E team at Head Office (HO) to develop M&E framework
  • Develop coherent and strategic work plan; update work plan regularly and measure progress against contractual requirements and AIP Foundation internal standards
  • Organize program activities and events ensuring they meet planned scope, schedule and deliverables while being accountable for Program budgets, and meeting donor expectations
  • Manage timely production of all required Program materials, in collaboration with HO and Communications team (if required)
  • Identify opportunities for increasing Program impact in the community; leverage changing external environment to create greater impact for the community
  • Manage relationships with school directors, teachers, parents, youth groups and other beneficiaries to ensure successful implementation
  • Guide and supervise program consultants, if any

 

Program monitoring, evaluation, reporting, learning and sharing

  • Closely liaise with HO’s M&E team throughout Program implementation; provide input for M&E to develop appropriate methods and tools; implement all M&E activities under M&E department’s guidance and according to framework
  • Collaborate with Communications team at HO to create content and promote program achievements and results, through social media, news updates, case stories, and other channels
  • Create and post content on AIP Foundation Thailand social media, in consultation with HO Communications team
  • Write reports to donors and stakeholders; ensure compliance and timely submission
  • Identify strengths and weaknesses in Program design and components, initiate internal lessons learned discussions, and adjust Programs/Projects to be more effective
  • Contribute to the dissemination of program results with a view to influencing changes in policy to improve road safety legislation
  • Effectively represent AIP Foundation publicly, if assigned, in alignment with the organizational values and behaviors

 

Program Administration

  • Maintain proper Program filing system and update central Program databases and server regularly
  • Input program data into M&E data tracking sheet after completion of each activity
  • Ensure compliance of Program activities with donor and government requirements
  • Conduct all activities in compliance with AIP Foundation’s internal processes and policies

 

Partnerships

 

  • Contribute to maintaining and establishing excellent working relationships with donors, and with partners in
  • Establish and strengthen working relationships with national and local governments and stakeholders
  • Assist in creating and maintaining networks with appropriate celebrities & well-known personalities to help with public campaigns and road safety promotion
  • Nurture national and local media and press networks to deliver focused campaign messages

 

 

Qualifications:

Requirements for qualifications, skills and experiences

  • University degree in social development, public health, education, transportation, business administration or related field
  • A post-graduate qualification in program management shall be an added advantage
  • At least 5 years of working experience in a similar role at international organizations
  • Proven track record of successful program implementation, advocacy and coordination of multi-sector partners
  • Able to work effectively in a multi-site organization with a matrix structure, requiring strong communication, organization & negotiation skills
  • Flexible attitude, ability to manage multiple tasks and to prioritize while managing expectations
  • Good interpersonal skills; and the ability to work effectively in a team
  • A dynamic and professional, result-oriented individual with initiative
  • Excellent written and verbal English
  • Advanced computer skills, especially MS Office applications
  • Commitment to AIP Foundation’s mission, vision, and core values
