Background of the project 

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future and strengthen their communi-ties. The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces.

 

Scope of work

The Senior Rule of Law and Durable Solution Consultant will provide and conduct trainings and meeting on information sharing, Preparation for the future, Safe Migration, Civil documentation, Human Traf-ficking, Thai national laws, policies and regulations, the Thai justice system, camp rule and regulation, refugee and human rights issues and human rights mechanisms, and other issues related to rule of law and rights of refugees. Training and meeting may be provided to refugees, camp-related institutions, and committees, and/or other CBOs and NGOs.

The Senior Rule of Law and Durable Solution also will work closely with the Camp-Based Assistants, Camp Authorities, CBOs and relevant bodies, furthermore, will work together with the Senior Commu-nity and Durable Solution Officer to provides necessary support to the Camp-Based Assistants in lead-ing the general training, home visit and outreach activities of the project, including mass media cam-paigns (eg radio, posters, and social media).

The Senior Rule of Law and Durable Solution Consultant will work and seek feedback from the camp leadership in BMN and BNS camp on all trainings and meetings and reports to the Senior Community and Durable Solution Officer. The Senior Rule of Law and Durable solution also performs a wider liaison role between the Protection project and relevant bodies.

 

Major Responsibilities:

  • In close liaison with the Senior Community and Durable Solution Officer and CBAs con-ducts trainings for members of refugee CBOs, and refugees in camp on Durable Solution, Preparation for the future and return, Safe Migration, Civil documentation, Human Traf-ficking, Basic Thai national laws, policies and regulations,

  • Assist the Senior Rule of Law and Legal Officer to conduct trainings or meeting for Camp Committee, Security Committee, Justice Committee, related Thai authorities, CBOs, NGOs on Case Management, Thai national laws, policies and regulations, the Thai jus-tice system, camp laws (MDRG), refugee legal and human rights issues and human rights mechanisms, and other issues affecting the rights of refugees.

  • Gather questions, feedback and problems faced by refugees and refer/share to other pro-tection staffs

  • Working together with the Senior Community and Durable Solution Officer and Camp Base Assistance, ensure the training, home visit and outreach activity are provided in the effective and response to the need of refugee in camp.

  • Together with the Senior Community and Durable Solution Officer, lead the general awareness-raising and outreach activities of the project, including through outreach and mass media campaigns (eg radio, posters, Social Media), with a focus on the Protection Key Messages.

  • Establish linkages and maintain close cooperation with Refugee Leaders, Camp Commit-tee, and local government authorities, UNHCR, NGOs and CBOs.

  • Assist the Senior Community and Durable Solution Officer in coordination with the Camp-Based Assistants in BMN and BMS camps in the conduct of their work and ensuring, with other Protection team members, including the Legal Team and the Rule of Law team, that the CBAs are supported in the expansion of their role.

  • Collect and entry information/data relating to all related activities, including data neces-sary for project indicators

  • Together with the Senior Community and Durable Solution Officer and the Senior Rule of Law and Legal Officer, prepare monthly activity plans to ensure close integration of Pro-tection project activities.

  • Represent IRC officially at assigned meetings or conferences.

  • Perform other assignments including attending meetings, representing IRC, administra-tion and other tasks as required.

 

Deliverables:

  • Organize the information sharing activities (direct training, community Radio) in camps for 2 times/month

  • 2 community mitigation plans have been submitted and approve by Senior Rule of Law and Le-gal Officer

  • Complete monthly raw data entry assignment from the Senior Community and Durable Solu-tion Officer

 

Position Reports to:   Senior Community and Durable Solution Officer

 

Requirements:

Education                            -  Post-ten education or University degree

 

Work Experience and/or    - Demonstrated working experience with protection or rule of law or laws

Demonstrated Abilities        and/or judicial system desirable

                                             - At least 1 years’ experience working in the refugee camp context

                                             - Training experience and/or experience in protection or law desirable

 

Skills                                   - Excellent communication and training skills

                                            - Ability to multi-task and handle sensitive issues

                                            - Effective personnel management skills

                                            - Fluent in Burmese, Good communication in English or Thai

                                            - Ability to working independently with remote supervise

                                            - Good command in Microsoft office
