Finance Manager, Civil Society and Media II (CSM II)

FHI 360 is seeking a Finance Manager for the Civil Society and Media II (CSM II) Project in Myanmar, a USAID-supported initiative. The Project aims to respond to civil society needs by: 1) improving civil society capacity to engage in democratic processes and policy dialogue; 2) increasing the availability of and access to information on democratic governance and reform issues; and 3) expanding inclusive public dialogue and political space.  

 

The Finance Manager will report to the Chief of Party, and will be responsible for managing and providing technical assistance for grantees related to a broad range of compliance, programmatic and administrative needs for effective programming.  This position is based in Bangkok.   

The Finance Manager will work in coordination with the US Based Finance Manager to conduct pre-award assessments, review financial information of subaward packages, review subaward financial reports and documentation, as well as build capacity and provide recommendations to Implementing Agency (IA) for improvement.

 

Key job responsibilities: 

CSM II Finance 

  • Maintain all books of account for external activities of the CSM II project. 

  • Keep track of all external based payments and expenditures, including purchase orders, invoices, travel reimbursements, etc.  

  • Providing recommendations and consulting with management on the Project’s financials and compliance; 

  • Providing financial reporting for annual budget planning; 

  • Check for compliance and completeness of submitted documents for financial disbursement 

  • Maintain accounting ledgers by verifying and posting account transactions 

  • Maintaining good relations with donors and with staff of partner grantees; 

  • Providing leadership and technical guidance for compliance with Generally Accepted Accounting Procedures (GAAP). 

  • Grant-related finance tasks 

  • Responsible for partner grantees pre-award surveys, post awards monitoring. 

  • Reviewing and processing partner grantee budgets, reports and payments; 

  • Ensure compliance with USAID rules and regulations and FHI 360 policies and procedures. 

  • Ensure that all subrecipients have adequate policies and procedures and submit timely and high quality reports. 

  • Work with US-based Finance Manager to ensure that all subawards have sufficient funds to operate and manage pipelines to ensure against overspending versus obligations. 

  • Perform other duties as assigned.

 

Minimum requirements

  • A Bachelor's degree or its International equivalent in finance, business administration, accounting or a related field. 

  • Partly completed or working towards to complete professional qualification (ACCA,  

CPA) preferred 

  • At least five years’ relevant work experience, including three years in management and three years at the corporate or organization level; 

  • Comprehensive knowledge of the concepts, practices and procedures relating to accounting, financial controls and financial information systems; 

  • A good knowledge of laws and regulations that have an impact on financial analysis and management controls; 

  • Experience of working in a non-governmental organization (NGO) and an international organization;  

  • Good organizational, supervisory, leadership and managerial skills; 

  • The ability to influence, motivate, negotiate and work well with others; 

  • The ability to provide strategic leadership and advice to the team, exchange information, promote inclusion and collaborate with colleagues and peers within and outside FHI 360; 

  • Proficiency in English. 

 

Preference will be given to candidates who are: 

  • Familiar with USAID rules, regulations and practices; 

  • Familiar with civil society context in Myanmar. 

 

Problem Solving & Impact:

  • Handles routine financial matters for the project. 

  • Has ability to recognize situations that deviate from accepted practice. Follows specific standards and procedures to resolve; variations must be approved by manager before taking action. 

  • Errors may negatively impact office function and ability to meet deadlines 

 

Supervision Given/Received:

  • Work is a combination of independent and supervised activities. 

  • May offer ideas and suggestions for improving processes or efficiencies but does not change procedures without approval from HQ/APRO finance supervisor.  

 

Technology to be used:

  • Good proficiency in computer software applications in particular Microsoft Excel and World. 

  • Email, telephone, printer, copier, cell phones and other devices. 

  • Substantial experience using computerized administrative and HR information systems.
