Senior Education Project Officer

TEAM/PROGRAMME: Education            

LOCATION: Mae Sot, Tak

CONTRACT LENGTH: 1 year

ROLE PURPOSE: In the given context, the role is to support the implementation of the BEST/PREPS project through provision of intensive education assistance to refugee trainers, teachers, and partners; provide project management support to BEST/PREPS Coordinator in planning, monitoring, reporting and joint implementation of activities with partners.

SCOPE OF ROLE:

Reports to: BEST/PREPS Coordinator

Staff reporting to this post: Education Officer

Direct: 1 staff member

Budget Responsibilities: N/A

Role Dimensions: Save the Children supports the provision of basic education to  nine refugee camps along the Thai / Myanmar border: Seven refugee camps under the auspices of KRCEE (Karen Refugee Education Entity) and two camps under the auspices of KnED (Karenni Education Department).

KEY AREAS OF ACCOUNTABILITY

Project Implementation

  • Provide inputs for donor and organization reports
  • Ensure project compliance processes related to finance and documentation are maintained
  • Support the BEST/PREPS Coordinator with annual planning and review processes
  • In collaboration with the Project Coordinator, provide significant inputs into yearly project plan
  • Participate in regular team meetings and meetings specific to teacher professional development and head teacher training

Education Quality Support

 Ensure education quality via the following:

  • Provide intensive technical support to KRCEE Core Teacher Trainers and OCEE camp based Resident Teacher Trainers, as well as KnED educators through capacity building and one –to-one mentoring
  • Provide intensive technical education support for Pre-service and In-service Teacher Training program and regular weekly camp based teacher support sessions in KRCEE camps through capacity building and one-to-one mentoring
  • Provide intensive technical support to KRCEE and OCEE for the implementation of head teacher training
  • Trouble shoot and problem solve education issues that arise with trainers and teachers
  • Undertake regular observation and monitoring of trainers and teachers in the nine camps to assist in the planning and delivery of lessons, and compliance with established education frameworks
  • Assist Project Coordinator and Education TA in developing standardised systems, tools and materials (teacher subject guides, ToT training program) for Teacher Training programmes and head teacher training; take the lead in ensuring they are implemented
  • Collaborate with Project Coordinator and MEAL team in the development of appropriate evaluation and monitoring tools; take the lead to ensure all tools are implemented in the field;
  • Support MEAL team on field monitoring visits as needed

Partners

  • Collaborate with KRCEE and OCEE in the areas of teacher training and head teacher training planning, materials development, delivery and reporting
  • Provide administrative support for KRCEE for implementation of teacher professional development activities and head teacher training
  • Undertake monitoring of KRCEE, and JRS and KnED Teacher training activities
  • Provide support for additional training and resources for partners, as needed
  • Play an active role in training KnED, KRCEE and OCEE administrators
  • Represent Save the Children in camp

 Administrative

  • In collaboration with the BEST/PREPS team, develop quarterly financial planning and budget phasing
  • Ensure that cash advances are reconciled as per Save the Children’s policies and procedures
  • Support the Project Coordinator to update and submit the Issue Log, Indicator Project Performance Tracker (IPTT); Management Action Tracker (MAT) and Project Action Tracker in a timely manner
  • Ensure that monthly work plans are developed and accompanying documents are submitted on time, e.g. Travel Authorization Requests (TAR)

 Staff Management

  • Review the performance of Education Project Officer on quarterly basics
  • Monitor local trainers’ performance and sign off their timesheet, report and monthly plan
  • Provide support for Education Project Officer and local trainers professional development

Internal Support

  • Input on the design of project proposals and funding priorities
  • Ensure that camp partners are prepared for visits by Save the Children staff from other offices
  • Support translation for non-Karen/Burmese speaking staff
  • Attend monthly team meeting

Authority:

  • Request and hold cash advance / outstanding receipts up to the value of one month’s salary
  • Request partner materials for project implementation for review

QUALIFICATIONS 

EXPERIENCE AND SKILLS

Essential

  • Bachelor degree in teaching learning and education
  • At least 3 years professional working experience in development education program
  • At least 3 years classroom teaching experience
  • Ability and experience in developing training modules and resources for trainers, teachers and head teachers on topics such as pedagogy, classroom management, and lesson planning.
  • Ability and experience in facilitating training for education personnel including teachers and head teachers
  • Ability and willingness to work in a remote area and travel in the 9 camps along the
  • Thai-Myanmar border
  • Knowledge of education systems of refugee along Thailand – Myanmar border
  • Ability to speak and write English and Karen or Burmese languages
  • Demonstrated excellent team player, self – directed
  • Ability and experience writing activity reports
  • Proven ability to work independently
  • Excellent interpersonal and communication skills
  • Demonstrated administrative skills
  • Demonstrated budgeting skills

Desirable

  • Master’s degree in education with focus on school management, teacher professional development   and/or pedagogy
  • Experience in child safeguarding and protection in schools
  • Experience working in low resource context
  • Experience in delivering education in emergency
