Location: Mae Sot

Length of contract : 11 months

Background/IRC Summary: The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces

Following the coup in Myanmar in February 2021, fighting between the military and insurgents along the border with Thailand has led to a large-scale internal displacement and smaller but growing number of refugees seeking protection in Thailand. Anticipating a potential large-scale influx of affected into Thailand this year, the IRC Thailand is preparing to expand and enhance its emergency protection services to put in place necessary internal mechanism and coordination at provincial and national level to address emerging need of affected people. In July 2021, IRC Thailand is launching Protection Emergency Response, this response, funded by the DG ECHO for 12 months and implement in partnership with front line community-based organization and coordination with National Protection Sector and Provincial Protection Sector Working group in Tak, Maehongsorn and Kanchanburi Province.
Job Overview/Summary:
To ensure the IRC Thailand Protection and Women Protection sector are well prepared and ready to address protection needs of people affected from disaster along Thailand Myanmar border, including effectively support the collective preparing and response with National and Provincial coordination body. The Senior Emergency Protection Manager will base in IRC’s Measot office with under supervision of Protection and Livelihood Coordinator. The Senior Emergency Protection Manager will responsible to supervise all staff of the IRC Protection Emergency Response Team with close technical coordination with Lac Coordinator, Senior WPE Manager. The Senior Emergency Protection Manager will take lead in oversight implementation of protection response, preparedness and business development to ensure readiness of IRC Protection and WPE in response to upcoming emergency and ensure the responses are aligned with the IRC emergency protocol, protection and humanitarian principle.
Major Responsibilities:
1. Program Implementation
1.1 Serve as lead to oversight implementation of Emergency Protection Service Project.
1.2 Provide supervision and daily technical supervision to emergency protection response team.
1.3 Responsible to ensure that Emergency Protection Response Plan is on track and align with context and need of affected population, include timely inform to relevant sector leads and the IRC’s senior management for adjustment or any action may need to take to address needs of affected population.
1.4 Coordinate with LAC Coordinator, Senior WPE Manager to develop tools and procedure to deliver emergency protection services package.
1.5 Serve as focal person to coordinate between Protection Emergency Response Team and Protection and WPE team in planning and implementing emergency response according to agree workplan and objectives.
1.6 Coordinate with M&E Manager for designing and implementing protection monitoring. Taking lead in protection monitoring analysis, reporting and dissemination process.
1.7 Ensuring protection monitoring data collection team receive appropriate training and on board along cycle of protection monitoring for emergency response.
1.8 Work closely with M&E Manager to set up M&E system for emergency response and ensure that all relevant staff of Protection Emergency Response Team, Protection, WPE and Livelihood sector who involve in emergency response receive training and clearly understand role and responsibility on M&E.
1.9 Provide support to M&E Officer to ensure data collection and data entry related to M&E on track according to M&E plan and met minimum requirement of data quality.
1.10 Responsible to develop monthly situation report to inform progress of the response and evidence to indicate appropriate level of response.
1.11 Responsible to develop and manage Protection Emergency Response Information Management to ensure information of all components of the response have been collected and use for achieve better protection outcome, including but not limited to using data/information for monitoring and evaluation, technical program review and advocacy


2. Program Management
2.1 Responsible to develop spending plan and ensure project spending of Protection emergency response is on track and aligned with IRC and donor compliance.
2.2 Responsible to develop program report related to Protection Emergency Response and ensure program report submitted according to timeline and met minimum report quality requirement.
2.3 In coordination with IRC supply chain department to ensure Protection Relief Supply are stock according to workplan and suit with context of response.
3. Partnership Management
3.1 Serve as a focal person to coordinate with sub-grantee under Protection Emergency Response Project.
3.2 Provide technical support to implementing partner and coordinate with Partnership Team in monitoring and evaluation related to implementing partner.
3.3 Coordinate with Partnership Team in managing, monitoring and technical support to implementing partner and support LAC Coordinator and Senior WPE Management to support implementing partner to providing protection response aligned with response objectives and work plan.
4. Advocacy and Coordination
4.1 Serve as focal person from Protection and WPE for internal coordinator with IRC’s operation department, Health sector related to emergency response and preparedness.
4.2 In coordination with LAC Coordinator serve as IRC representative and regular attend National and Provincial Protection Coordination meeting.
4.2 In coordination with Protection and Livelihood Coordinator, LAC Coordinator, Emergency Coordinator and Senior WPE Manager participating in coordination body related to emergency response at National and Provincial Level.
4.3 Responsible to develop advocacy material including but not limited to advocacy paper and other document which will support other technical coordinator and the IRC senior management to use for advocacy initiative for emergency response.

Position Reports to: Protection and Livelihood Coordinator Position directly supervises: Advocacy Manager, Senior Emergency Protection Officers, Senior Information Management Officer for Responsive Information Services, Senior Information Officer for Protection Monitoring, Senior M&E Emergency Officer
Indirect Reporting: LAC Coordinator and Senior WPE Managers Other Internal and/or external contacts:
Internal: Emergency Coordinator, Senior Health Coordinator, Health Emergency Coordinator
External: National Protection Coordination Focal Point, Provincial Protection Sector Working Group Focal Point
Job Requirements:
• Bachelor’s degree in relevant field and minimum three years’ experience in program management, including strong experience in Disaster Preparedness and Emergency Response Program management.
• Proven experience in developing tools for different filed of protection response (case management, information management, protection monitoring)
• Proven facilitation skill including design training process and facilitate training. Additional skill for online facilitation will be advantage.
• Proven experience in networking and coordinating with the Thai authority, community base organization and UN agency.
• Proactive communicator, ready to interact directly with technical coordinators and field teams in order to clarify any technical aspects of program implementation.
• Ability to prioritize tasks and work under pressure and ability to be flexible and work in a fast-paced environment under competing deadlines.
• Willingness to travel frequently to the field and meet with partners.
• Understanding of working in a multicultural environment.
• Excellent oral and written communication skill in Thai and English. Burmese and/or Karen are plus.
• Computer proficient, with experience using Microsoft Word, Excel and Power Point including online communication platform such as Zoom or Microsoft team.
Working Environment: This position is based in the IRC office in Maesot, with extensive travel to other filed sites.
