Background/IRC Summary: The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently aids displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces.
Job Overview/Summary:
The Emergency Supply Chain Manager works to provide supply chain service and ensure IRC and donor compliance in the procurement of goods including warehouse, inventory vehicle and assets services for IRC. The consultant will liaison with all program staff in Chat Pa Wai, Sangklaburi, including Finance Department.
Major Responsibilities:
Procurement
- Ensure the Emergency Purchase Request (PR) be processing timely and accuracy per IRC SOP and donor regulation.
- Lead the procurement process in coordination with Senior Supply Chain Manager Bangkok
- Identify the risk of Supply Chain in Emergency situation and outbreak.
- Participate and contribute in weekly meeting with Health Program team
Warehouse & Inventory
- Ensure drug and medical equipment are sufficient per program needed and updating on a weekly basis.
- Maintain close communications with every level of for the Pharmacy activities and inform to health team in timely manner.
- Provide the Inventory report per donor requirement and adhere to IRC policies and procedures.
Fleet management
- Ensure effective vehicles and fleet management to support program activities.
- Review Fleet Report and identify the gaps with improvement plan
Asset
- Ensure the Asset registration, marking and tracking of assets is initiated on receipt of the assets by recording and updating equipment issue/equipment receives and affixing the Asset Tags.
Perform other duties as directed by the Field Coordinator.

Duration of Work: June - July 2021
Deliverable: the consultant will provide Supply Chain support and guidance to the team and fulfill program requirement according to the deadline by IRC policy and donor regulations.
Job Requirements:
Education: Bachelor degree in a relevant field from a recognized university Work Experience: Minimum of 7 years relevant work experience with iNGOs.
Demonstrated skills and competencies: Computer literate (minimum MS Word and Excel and preferably Access)
Language skills: Thai native with proficiency in English (speak, write, and read).
Knowledge of Karen will be an advantage.
Working Environment:
- The position is a national post and will be based in the IRC office in Ratchaburi, with travel to Kanchanaburi, Bangkok and Thailand-Myanmar border area as required.
IRC will provide the mobility package as follow:
- Rental apartment within walking distance to IRC office and the associated costs such as electricity, water usage and internet will be responsible by IRC.
- Communication cost; mobile phone usage will be reimbursed up to 400 Baht per month.
- Transportation from Bangkok to Chat Pa Wai by IRC vehicle.
- In the case of amidst the COVID-19 situation, the consultant may use own vehicle, IRC shall allow a round trip from Bangkok to Chat Pawai to be reimbursed, 10 Baht per kilometer and toll fee at the end of Mission. The incumbent shall be responsible for vehicle insurance which will not be reimbursable as well as responsible for own Safety & Security.
