Integrated Emergency Preparedness and child protection framework to protect children and their communities from violence during emergencies Project supported by the European Civil Protection and Humanitarian Aid Operations (ECHO) in collaboration with save the Children, the Southern Border Peace Association (Luuk Rieang) and local authorities have joined forces to integrate an Emergency Preparedness plan to drive child protection issues in emergencies, strengthening the child protection mechanism at the sub-district level in 3 schools; Ban Purong school, Ban Bangoi Sinae school, and Ban Limud school and 3 sub-districts; Thasap, Purong, and Bangoi Sinae in Yala Province.
Scope of Work
Under the ECHO project, we aimed to launch a mix of communication tools to raise awareness of the Disaster Risk Reduction and Child Protection in Emergency knowledge among the targeted communities in Yala Province. Our two main objectives are:
The consultant is required to ensure that the communication deliverables are in good quality and produce according to Save the Children’s and ECHO’s visibility guidelines and requirements.
There are three main target audiences:
Expected Output
Four different types of innovative and context sensitive communication tools which focus in three group of the targets.
Deliverable #1
To seek some input from children and youth groups and the community-led child protection committee.
List of Output
Organizing the workshop to understand the situation and risks, as well collect information and resources e.g. actions that children and community members have been developing for the emergency preparedness plans/CPIE and come up with the draft ideas/contents for the communication materials.
Description
1.ECHO team/CP advisor/Communication team/consultant are co-design a workshop framework to seek some input from children and youth groups, teachers and school principals, and the community-led child protection committee.
Timeline: May 2021
2. Conduct the workshop for children and youth input contribute to design communication tool.
Timeline: June 2021
3.Consultant submit the concept note of all communication tools to TAs to review.
3.1 Starting Pre-production

Deliverable #2
To create innovative and context sensitive communication tools to raise awareness on DRR and CPiE in boy and girls, including children with disabilities, their families, and the local community.

1.Consultant develop the communication tools within 6 weeks and submit all tools to TAs/Communication Team to review. This including:

Management of Consultancy:
The consultant will work in close consultation with Save the Children in ensuring that they meet the proper branding guidelines and policies of the organization. The supplier will work closely with Save the Children Child Protection Programme, Communication team and report directly to ECHO Project Coordinator.
Save the Children must approve all outputs which will be developed by the supplier.
Competency and Skills Requirements:
Location and official travel involved
The Supplier will work from home with exception of field visits to document stories, interview, video recorder and photo. However, the supplier is expected to follow local government prevention COVID-19 measures to ensure safe environment. The consultant is responsible for all video equipment; from pre-production such as script writing and storyboard to post-production such as editing and dissemination as well as production staff.
