Sustainable Fish Asia Local Capacity Development Program Organizational Development Experts

Program Background
RTI International is requesting CVs/resumes for short-term consulting opportunities in support of the USAID-funded Sustainable Fish Asia Local Capacity Development (SUFIA) program. The goal of SUFIA is to improve the management of marine biodiversity and fisheries resources in the Indo-Pacific region by reducing unsustainable fishing and illegal, unreported, and unregulated (IUU) fishing. The two main objectives of SUFIA are: 1) to enhance the performance, viability and compliance of two regional fisheries organizations; and, 2) to identify private sector engagement opportunities towards investments and adoption of sustainable fishing and fair labor practices in the Asia-Pacific region.
The two-year, USAID-funded project is implemented by RTI International, an independent organization dedicated to conducting innovative, multi-disciplinary research that improves the human conditions.
A range of technical consultancies will support organizational capacity development of two regional fisheries organizations (based in Bangkok, Thailand and Manado, Indonesia) focused on promoting regional sustainable fishing practices.
USAID SUFIA to this effect is inviting interested, eligible and competent individuals to respond on their willingness to be shortlisted to provide capacity development consultancies on the following topics:
Finance, Procurement and Administration
Human Resources
Monitoring, Evaluation and Learning
Strategic Communications
Business Development/Proposal Development
Information and Communications Technology
Organizational Sustainability for Partnership Development
Gender-sensitive and Socially Inclusive Communications and Programming
The objectives of the assignment are:
To provide capacity building activities relevant to the two regional fisheries organizations
Based on the Capacity Development Action Plans developed with the two regional organizations, design a capacity development module to address the gaps on the specific subject area
To develop the materials and deliver the capacity development module within the given time frame
To document the process of implementing the modules through an Activity Report
Eligibility/Criteria for selection
Only applicants with the following qualifications will be considered:
Bachelor’s degree from an accredited university. Advanced or graduate degree preferred.
At least 8 years’ direct experience in one of the above areas of technical expertise.
At least 3 years’ experience in organizational capacity building in one of the above areas of technical expertise, ideally supporting complex and multi-faceted organizations.
Experience working under USAID or other international donor-funded programs.
Strong oral and written communications skills.
Fluency in written and spoken English.
Thai or Bahasa language skills a plus.
Mode of Submission:
Capability Statement: Applicants should indicate their capacity to provide the services and specify which technical expertise they would like to be considered for shortlisting. This information should include past verified performance of similar assignments undertaken and include a contact person for reference (we are not expecting actual reference but only a contact name, e-mail address and phone number of the person that can provide reference). This capability statement should not exceed 4 pages. Anything more than 4 pages will not be reviewed.
