SCI-USAID ACHIEVE GIDAP Consultancy Services

Objective

Gender equality and the empowerment of girls/women are the heart of USAID Achieve project. Women’ unequal access to economic, social and legal discrimination against girls/women; their disproportionate burden of unpaid work are some of challenges to gender equality in the Deep South. In response to the challenges, USAID Achieve project conducted Gender Equality and Social Inclusion (GESI) analysis using five domains guided by USAID’s Operational Guidance on Gender Integration (Automated Directives Systems (ADS) Chapter 205). The GESI analysis included prioritized recommendations for action on how to address gender inequalities and social exclusion throughout the activity’s implementation. The objective of this consultancy is to develop a Gender and Inclusive Development Action Plan (GIDAP) using findings from the original GESI analysis and project document. The GIDAP will outline the details of a gender and socially inclusive approach that would utilized in all aspects of the USAID Achieve project, including design, implementation, staffing, MEAL, partners and others.

Location and official travel involved

 The Consultant will work primarily from home with support from the SCI Education Advisor, Gender Coordinator, member of project staff, partners and VT where necessary. The consultant is responsible for using his/her own IT equipment and office supplies. The consultant will not be required to travel to the Deep South locations. 

Services the Supplier will provide

The content of the GIDAP will be discussed and agreed upon hiring but at a minimum the report will address the following:

  • gaps and constraints identified through the gender analysis;
  • social inclusion barriers such as ethnicity, age, disability, gender identity, or sexual orientation;
  • a table that lists the mitigation measures and actions necessary to address and close gaps in access to services, and indicator to measures progress;
  • a statement on how gender and social inclusion mainstreaming costs are calculated at the input level;
  • a messaging section that describes gender and social inclusion-related outreach to target populations, including success stories and social media.
  • A plan for how SCI will build gender-related competency with and for its own staff, e.g. training, mentoring, and internships and an ongoing stakeholder list that tracks the sex of primary stakeholder engaged and highlights the level and types of involvement of gender experts, women’s associations and business, and other relevant organization.
  • Proposed indicator(s) to adequately measure progress and monitors on gender and social inclusion, against indicators.

Experience and skill set required

  • Demonstrated experience of providing similar services in Thailand country and in INGO context
  • Advanced University Degree (Master) in international development, social sciences, gender studies, law or a related discipline
  • At least 3 year’s experiences in gender mainstreaming at Institutional level including use of the gender score-card according to USAID guidance
  • Excellent document review, analytical and report writing skills
  • Familiarity with participatory approach
  • Familiarity with national/Deep south gender related policies and challenges in Thailand country
  • An excellent command of the English– both written and oral
  • Ability to produce quality work within deadline and under pressure
  • Experience in a conflict setting considered a strong attribute
  • Knowledge of USAID GESI/GIDAP procedure, process and reporting systems will be an asset

Deliverables

Deliverable 1;   Inception report            

Description;       The report is to define the project’s exact work plan and scope for the rest of the duration

Submit to;          Education Technical Advisor, USAID ACHIEVE Chief of Party (CoP) and SOGIE and Child Rights Senior Officer

Delivery Date;   10th May 2021

Deliverable 2;   A Draft GIDAP action plan         

Description;       Comprehensive draft that is fully aligned to the GESI analysis, GIDAP guideline and project scope, and USAID ADS 205         

Submit to;          Education Technical Advisor, USAID ACHIEVE Chief of Party (CoP) and SOGIE and Child Rights Senior Officer

Delivery Date;   24th May 2021

Deliverable 3;   A Complete GIDAP Action plan in English

Description;       Education Technical Advisor, USAID ACHIEVE Chief of Party (CoP) and SOGIE and Child Rights Senior Officer

Delivery Date;   15th June 2021

Status updates/reporting

The Consultant shall provide the below status updates for the duration of the services:

  • Bi-weekly progress update with SCI Advisor and project team

Acceptance

  • Deliverable 1 – to be accepted by SCI Advisor within 5 working days of delivery date
  • Deliverable 2 – to be accepted by SCI Advisor within 5 working days of delivery date Deliverable 3 – to be accepted by SCI Advisor within 5 working days of delivery date

General assumptions and dependencies

SCI will identify the key stakeholders to be engaged as part of the project

Payment information 

The Fees are inclusive of all costs, overheads and expenses, including travel, subsistence and accommodation
