Terms of Reference: Learning from our Actions – CTIP Learning Papers

USAID-funded Asia Counter Trafficking in Persons (CTIP) program (USAID Asia CTIP, 2016-2021) brings together government, civil society, and business to support regional initiatives that aim to reduce trafficking in persons. The program focuses on strengthened learning around trafficking in persons; enhanced cooperation between various sectors in source, transit, and destination countries; and increased opportunities for private sector leadership to address the problem.

 

USAID Asia CTIP is looking for a consultant to conduct research and uncover learning around the least and most effective interventions, the least and most efficient ways of working, and other key themes in counter human trafficking. USAID Asia CTIP will identify themes and research questions and will facilitate coordination with USAID CTIP projects in the region so that the consultant can conduct research. USAID Asia will develop the research questions based on overlapping themes that may include livelihoods, service provision, government relations, capacity building, and/or others, as identified in collaboration with country projects. Three papers will be produced by the consultant after closely analyzing Monitoring and Evaluation (M&E) data across projects, other project documents, and conducting primary research with implementing partners on the ground.

 

Scope of work:

The consultant would be expected to design the methodology to answer the three-separate research/learning questions (currently being developed by USAID Asia CTIP). The consultant will conduct the research according to the approved research design and write the three reports, each based on one research question (approximately 10 to 15 pages each). Due to current travel restrictions in the region, the work would likely need to be conducted remotely through zoom/Microsoft Teams meetings and interpretation may be required.

 

Tasks and Deliverables:

The consultant is expected to work no more than 65 days between 5 April 2021 and 17 August 2021.

Qualifications:

The consultant(s) is(are) expected to:

  • Have significant knowledge and background in CTIP – including previous work or research experience

  • Demonstrate successful past performance in implementation of research in the field of migration or human trafficking

  • Demonstrate an understanding of migration and TIP in the Asia region and related national and regional policies

  • Ability to travel to/in the Asia region or alternative solutions to conduct research in the case that COVID-19 restrictions remain in place

 

Applicants based in the region and with the ability to speak a regional language are encouraged to apply.

Incomplete or late applications will be marked as such and will be ineligible for review or award; however, Winrock reserves the right to accept and include incomplete or late applications in the review and award process when it is considered within the best interest of Winrock to do so. Applications that are submitted late or incomplete run the risk of not being considered for review.
