Terms of Reference

 

Media Agency for Communications and Event Strategies Development and Implementation of the Thailand seafood work 

 

  1. Background

The seafood industry in Thailand has come under national and international spotlights in the past few years for its abuses of labor on fishing vessels/processing plants as well as its overfishing practices in Thailand and neighboring waters. Much effort has been invested in working systematically to tackle these environmental and social challenges in the industry – from initiatives being driven by large seafood overseas buyers, to national initiatives led by the Thai government and leading Thai companies and exporters. Additionally, civil society actors – both at the national and international levels – have invested significant resources in addressing these dynamic and complex issues. However, progress has not been at its most effective and recent developments have highlighted duplications and strategic gaps in how civil society organizations (CSOs) have been engaging the industry and government to change policies and practices. Furthermore, local CSOs’ contributions have not been fully incorporated into the current institutional reform process and this absence means that an important accountability mechanism is missing from the process. With the above diagnostic, Oxfam has been designing and convening a Thai CSO Coalition (hereafter “the Coalition”) for Ethical and Sustainable Seafood, bringing together leading local CSOs (both environmental and labor NGOs) working in the seafood sector as one collective network to map out existing interventions and capacity gaps. One of the key objectives of the CSO Coalition is to raise awareness, expose and eradicate modern day slavery and human rights violation in the Thai fishing sector through policy-oriented, research grounded and evidence-based advocacy reports.

 

2. Services

 

The scope of this service is for the media agency/the consultant to provide well rounded and specialized consultation in communications and media, both in terms of strategization and implementation. The agency/consultant must deliver the following:

  1. Strategic planning and implementation of communications for communication plan and events
    1. Develop communications plan and events
    2. Implement communication activities as agreed with Oxfam team
  2. Content development (mostly Thai language)
    1. Produce and manage the written content for both online and offline platforms
    2. Manage suppliers on producing visual content including graphic design, infographic, short video
  3. Overall event coordination/ Media liaison
    1. Provide a list of contacts for media outlets
    2. Draft press release and other press-related documents
    3. Invite and coordinate with media outlets (mass and social) to campaign activities and events
  4. Communication package
    1. Design commutation package on the worker rights issues.
    2. Oversee the overall process, produce ToRs, comment, and follow up with media suppliers

 

3. Duration

 

The provision of the Services is to commence on 1 April 2021 and end on 30 June 2021, unless this Agreement is terminated early in accordance with the terms of this Agreement.

 

4. Fees and Expenses

 

4.1  Please note that the agreed fee is subject to 7% VAT and that Oxfam deducts 3% withholding tax on fee.

4.2 The agreed consultancy fee includes an amount in respect of general overheads, which would reasonably be expected to occur in the provision of consultancy services. These include, without limitation, telephone calls, stationery, photocopying and printing.

4.3 In accordance with the Expenses Summary for Consultants, Oxfam shall reimburse those reasonable expenses necessary for the proper performance of the Services, provided these are agreed in advance and that you provide all relevant receipts.

 

5. Application

 

Stage 1: Interested agency or individual submits a company portfolio and/or CV  the communication plan and a quotation proposing to Oxfam at hr_thailand@oxfam.org.uk by  Monday March 29, 2021.

 

The result will be announced within the end of March 2021
